Why do rural police solve more murders than urban police?

Did I miss something in this "fine report today" from MPR?
They pose a question, give the thinly veiled answer in another question: "why were the clearance rates for rural and urban (murders) about the same in the mid 60s?" Then end with the comment "A Mystery Indeed."
Does someone really need to explain to the folks at MPR what happened to our urban crime centers in the mid 60s?

Are the liberals at MPR that stupid or do they just pretend to be?
