A collision at U.S. 52 off-ramp on Concord Street in St. Paul. In St. Paul, an incident on the Concord Street exit ramp from U.S. 52 closed the ramp when two cars rear-ended a semi-truck. Another on southbound Interstate 35W at Lake Street in Minneapolis just after 8 a.m. blocked the right lane of traffic.
