I can't think of a more responsible use of taxpayer money than to offer free tat-2 removal for gang members. It's a no-nonsense solution to gang crime, and the results are clearly visible. So far, in 2013 there hasn't been one Mpls. baby killed by stray bullets!(Sarcasm Intended)

The tattoo removal program was for juvenile offenders house at the Red Wing facility. This idiot is a gang member who got his tattoo while in the St. Cloud Prison after he was an adult. I don't know why that old tattoo removal program was even mentioned on connection with this case.
