Sounds like the work of a Jigger.

Police said in a statement that when officers responded to a call in the 3000 block of East Chandler Blvd. at 12:30 a.m. Nov. 16, they found an unconscious woman with her hands tied behind her back and a string tied around her neck.

“The officers freed the victim, who immediately began gasping for air,” the release said.“The victim was transported to the Family Advocacy Center, where she was examined and interviewed. Following the examination, the victim was treated at a local hospital for injuries including bruising and ligature marks.”
