When a fender bender non-injury wreck occurs on metro highways why don't the vehicles involved drive to the nearest exit ramp and proceed to an off highway location and exchange information?

The way it currently works is: the Patrol parks behind the vehicles which closes one lane of the highway down. Once the one lane is closed down traffic backs up causing more wrecks in the backup.

Does the Patrol "think" what they are doing is cute?

What exactly is their motivation?
