Some 72% of employers gave workers incentive bonuses last year, up from 53% in 2010, according to a survey by PayScale, a provider of compensation data and software.“What the bonus does is it allows you to retain the employees that are most vital to the business,” says Tim Low, vice president of marketing for PayScale. While the IRS is legally obligated to issue the bonuses, because of union contracts, the rewards do have the added benefit of helping with employee retention during a period of furloughs, budget cuts and a shrinking workforce, Low says.(Some tax experts say investigations of how the IRS singled out certain groups, combined with the budget cuts, could take a toll on enforcement.)“The IRS will face the same challenges that other large organizations face,” says Low.“Which is that if they have to do more with less, they want to keep the employees they have.”


Bonuses have become instrumental in helping companies maintain their staffs as the improving economy gives some employees incentive to look elsewhere, says Low. Companies are roughly twice as likely to give bonuses that reward performances as they are to issue hiring bonuses, the study found. And incentive bonuses are more common with large employers, with 82% of such companies awarding them in 2012, compared with 66% of small companies. Such bonuses remain more common for people working in the finance and insurance, science and tech industries, the survey found.

Many employers are also bumping up salaries, with 85% of companies saying they plan to give workers raises this year. The majority of those companies, or 56%, said their main reason for giving raises was to reward performance, up from 48% in 2012, according to PayScale.

TRUST?

The Treasury Department has admitted for the first time that confidential tax records of several political candidates and campaign donors were improperly scrutinized by government officials, but the Justice Department has declined to prosecute any of the cases.

Its investigators also are probing two allegations that the Internal Revenue Service “targeted for audit candidates for public office,” the Treasury’s inspector general for tax administration, J. Russell George, has privately told Sen. Chuck Grassley.

IRS manual detailed DEA's use of hidden intel evidence:

Details of a U.S. Drug Enforcement Administration program that feeds tips to federal agents and then instructs them to alter the investigative trail were published in a manual used by agents of the Internal Revenue Service for two years.

The practice of recreating the investigative trail, highly criticized by former prosecutors and defence lawyers after Reuters reported it this week, is now under review by the Justice Department. Two high-profile Republicans have also raised questions about the procedure.

The IRS has no SHAME.

The Internal Revenue Service is targeting the veterans’ organization the American Legion, and a U.S. senator believes that Lois Lerner — a key figure in the IRS scandal – is to blame.

“The IRS now requires American Legion posts to maintain dates of service and character of service records for all members… The penalty for not having the required proof of eligibility is, apparently,$1,000 per day,” the American Legion stated.
