Could Minneapolis dump Xcel, Centerpoint?

There's a push among some Minneapolis City Council members to hold a vote this November on whether the city should scrap its deals with utilities Xcel Energy Inc. and Centerpoint Energy, setting up municipal utilities instead.

The Star Tribune reports that a City Council committee voted 7-4 on Thursday to set up hearings on the possibility. Another vote is today on whether to commission a $250,000 study to explore the idea, along with other ways of meeting Minneapolis' renewable energy goals.

Voters in Boulder, Colo., voted to create a municipal utility in 2011, and Minneapolis-based Xcel (also the incumbent utility in Colorado) has been fighting with the city ever since. Xcel doesn't sound happy about starting that battle in Minnesota, calling the committee's moves a "very serious step," the Star Tribune said.

It's not clear how much support the idea has on the Council. Council President Barb Johnson noted that Xcel just marshaled 1,000 trucks from throughout its territory to help with storm cleanup those are resources a municipality could never have, she said. Even Council Member Gary Schiff, who backed the idea, seemed to regard it as more of a negotiating tactic with the utilities than anything else.

Some suburds have their own utilities. If you did a side be side compaison of everything an electric utility does it is obvious a small city utility can't compete with a larger utility.

Large utilities can draw on many resources a small utility doesn't have. Of course when push comes to shove a small utility can lease need equipment.

The city may profit off a municipal, but the people would be forced to pay more. Therefore, it is wrong.

Correct, and the profit ends up as a form of taxation. The profit does NOT reduce taxes instead it increases taxes PLUS the existing municipal utilities in suburbs:

Don't offer any where near the programs private utilities offer

Rates are much higher than private utilities

Have installed expensive windmills which produce NO electricity

Create a MONOPOLY and set rates with no exposure to competition

Are NOT transparent, refuse to publish production numbers etc

Service is not as good especially when storms impact infrastucture

Small utilities don't have the backup to rely on for service restoration

Government managers abuse their MONOPOLY and draw all kinds of compenstation, none reported to the PUC because they don't have to

Public MONOPOLY utilities are all wrong

Just like LGA, the State gives it to towns and the towns decide to simply spend it on town expenses, like increasing town employee payrolls, OR actually reduce taxes, like the Legislature intended.

Voters have NO SAY in what city employees decide to do with the LGA. Same with municipal utility profits, town can spend it on whatever they like.

I know what legacy funds are and they are one of the worst forms of taxation. When is Minnesota going to realize that they will never grow their economy like they did in the 90's if they continue this crap. It's time to cut spending & taxes.

Muderapolis can do the utility thing IF they have unlimited access to the State General Fund.

Minneapolis has no intention of dumping the current utilities, it's just a blackmail tactic to force them to build more useless solar and wind facilities.
