I cannot understand this article, I need someone to rewrite it in a clear manner. It issue seems to me to be very important and should be understandable by all of us.

Typical complicated language smoke and mirrors this is extremely important, when something of importance they will say a lot but say nothing.

This project was hijacked eight years ago by a combined effort of Bill Richardson, the Gila Conservation Coalition, the Center for Biological diversity, and other "Environmental groups". Their purpose was to stonewall the process so that Bill could claim victory in the Gila. The AWSA was intended to give water back to its original users in western New Mexico. That water was taken from them when Phoenix lost water to California, and Arizona lawyers, with much deeper pockets and available resources, won a supreme court decision to rape New Mexico and its citizens by taking Gila water away. Now environmental groups, funded by liberal gov't and New Mexico Dems, are trying to stall an almost ten year process to force the water to stay in the river for its aesthetic value and bird sanctuaries , as well as riparian development. It has been an uphill battle to get any decision, as everyone wants the money and water, and no one can agree on a project. What compounds the situation is that the environmental groups are fighting water users and the State Engineer's Office with tax payer money.
