Twice a week garbage collection

Fuel cost is one of the primary reasons why Milltown is eliminating twice a week garbage collection during the summer – yet I suddenly see the sweeper every week.
In the almost 16 years prior, I’ve seen the sweeper maybe a half dozen times.
What does it do exactly – except maybe push the gutter dirt to the next house on the block?
How about putting the sweeper (and its loud, droning noise) back in storage, siphoning out the gas from its tank, and using that for twice a week garbage collection?
We need to get our priorities straight because I suspect this summer, Milltown will be seeing an increase in the already elevated rodent infestation.
