One major reason for the apparent recurrence of UTI's is that it was not completely treated. Three major ways exist for that to be.
One is that people take antibiotics incompletely. To eradicate the organism(s) in the UTI ten to fourteen days are required. People take the antibx for about three days, feel better and quit.

Another reason is that the report from the lab can mislead treatment. The lab will say to the Physician no significant growth of organisms meaning less than five colonies seen up till now. But what is more accurate is to say how many of what few colonies are seen and what organism(s) is present. For example, two colonies of Klebsiella sp. in a midstream urine culture requires treatment. That organism is not normal flora there.
But by saying no significant growth, treatment is derailed until the person becomes very acutely ill like in pyelonephritis with hyydronephrosis etc.

The third common way is fo the physician to do no urinalysis and culture-sensitivity and prescribe any old antibx which suppresses the infection temporarily.
Over time chronic interstial cystitis can take hold which is just an ongoing, nasty inflammation causing pain, frequency and increasing susceptibility to infection.

Three things women can do to greatly reduce their risk of UTI and chronic cystitis are use berries in their diet, urinate after sex and void usrin despite urge every two to four hours. Two hours if you have already had a few UTI's

Urinary tract problems like infections may also cause certain damage to the kidneys that may eventually affect its function or even lead to chronic kidney disease. It's best to practice preventative ways that may help reduce a person's chance of getting recurrent UTI's, kidney infections, and probably more serious problems like kidney disease.
