Straight in from NJO.....!See below.
If there are any accountants out there, I'd like to know what the benefits are to First Energy to defer maintenance/upgrades until after a storm hits. The obvious one I see is it justifys rate increases!
35810.2. Why the rate increase should be denied!

JCP&L is already being investigated for rate gouging. If guilty, that means the company has been "over charging" customers for a period yet to be determined. Couple that with the fact that a portion of their rates should be dedicated to infrastucture repairs/improvements, I maintain they have no done so before Irene or afterwards. So were they replacing old transformers, old an tattered lines/poles, relocating or raising sub-stations or improving grids that are known problems especially in the summer months. If the answer to those questions is "no" as I strongly suspect, First Energy has diverted these monies to other areas away from their intended purpose. Accordingly, they should be held responsible for their poor business decisions just as I believe NJ American will be held accountable for their water main break. The public has already pre-paid for the repairs that were never done.
Neither is worthy of any rate increase in my humble opinion, and all should sign the petition.
