There is a couple who moved to middlesboro from pineville. I have gotten word that they live in one of the housing projects but not sure on which one. Their names are Shawn or Justin Napier, his wifes name is Kara Napier. The pineville police came into their apartment in 06-07 and put on an act like they were being busted but the truth of the matter is that they are rats themselves. They had a detective come to a real good friend of theirs home and was wired. We have it right here in our possession. They usually move to projects because the state pays their bills. Justin is around 32-34 weighs about 175 and has dark hair. Kara is about 30-32, blonde hair and says she has a daughter who lives with her mother who lives in Harlan Couynty. Justin tells people his mother works for Harlan County Social Services. Be aware, they will have you fooled then thrown in prison

Lets say these rats rat someone out and then get high and kill you or a family member.....is it ok then? The thing about ratting is they are being paid with OUR tax dollars to get high. I see a real problem with this. Most people that sell are doing it for money to support their familys not to get high. The drug addicts will get it from someone. You put one in jail 10 will take their place. At least drug dealers are using their own med. to support their families not using our tax dollars from the cops to support their habits! |

1 There should be a law in place that if you are convicted of any drug offense - possession, using, or selling - you should be given an option at sentencing. If you don't tell the authorities who your seller is your sentence should automatically be multiplied by 10 with no parole or time off allowed. That would clean things up in a hurry. Joe Bob gets a one year sentence, which when time off is taken into account means a couple months at most - he either tells who his seller was or he goes up to the big house for 10 years with no parole. |

i want to know where you get the idea that drug sellers only sell to support their families and not to get high!! you're stupid. if they are decent human beings, they will find a job to support their families. the law is the law, and everyone should be punished if they break it. if the sellers are off the street, they can't sell to the 'real' druggies, as you imply. therefore, less drugheads will be on the street to kill me or my family. believe whatever you want, but i'm glad there are rats-paid or unpaid. |

Yes the law is the law. So, why should people, who break the law worse than the dealer, not pay for their crime? Now, if you believe you can carry on a debate without showing the intellect of a 8 yr. old we will continue..... |

I agree with you, there needs to be a different way of catching them. Allowing thieves and rapists walk around and, continue to get high and, be a risk to society is absurd. Most people that sell to support their habit need help or jail. |

Most of these drug dealers are going to the Dr. with their state medical cards and getting their meds filled with this same card for $1-$5. So then they turn around sell this medicine that us tax payers have paid for and their profit is, well you can do the math. In TN. if you get caught selling drugs that you got with your TN medical card you also get charged with medicare fraud. KY should look into this one. It might make people think before they rip off everybody, their $2 copay at the Dr. and their $1-$5 copay at the pharmacy, and if Ky enforced this with medicaid fraud it MIGHT make a difference.(sorry I repeated myself)
There are alot of people that do get paid by the law, but there are alot that don't get paid. The ones that don't get paid are probably the ones that are doing drugs, the ones that don't are probably the ones that are really trying to make a difference. just my opinion!!!!!!!! |

This couple I am talking about do rat for drugs, I wouldn't say it unless I can prove it. Justin or Shawn (which ever one he is now going by) ratted on a good friend of his. Here is how it went down. On the video there is a detective, his phone started ringing. On the other end was someone who wanted him to come to an alley in Wallsend. He went to the alley, Justin came out and talked to him and told him who it was that was selling. Actually they got the guys name wrong,(the one they was setting up). Justin took the detective up to the mans door and introduced himself as a friend. They all 3 talked for a moment, then the detective said he had better go. When they got back to the detectives car, the detective paid Justin $100.00 in cash for his services. For a hundred dollars this man ratted on a good friend. Justin went straight up and bought himself an oxy. How is this doing one any better then the other?

again, just as the other post, i don't think rats are great people. there needs to be a better system in place, but until then, let the rats do what they do. everyone needs to get off drugs or overdose. the reason i said that you're stupid is because you were saying that the sellers do it only to support their family. i want to know where you get your facts. most sellers do the drugs, and sell to pay for them.

I just found out that they don't live in the projects but do live in Middlesboro. In an apartment somewhere that a railroad crosses a little way before you get to it.
