Why the huge worry over someone setting foot on the rail-trail before the crushed limestone is put down? I mean the words used here are, "begging", "off limits", and "trespassing charges". It's just a trail folks. All that needs to be said is, "Trail is unfinished and is considered unsafe for use until finished". Think about it, there will be more injuries occurring on the trail once it's finished and "safe" than there will be up until that point. What is implied by "criminal trespassing charges"? A kid rides his bike on it, or a man takes his dog for a walk on it and they're criminals?
