This Brookhaven Code didn't mention drywall either... What about paneling? If I'm not moving or altering my wall except for paneling why do I need a permit?

The need for a permit is to ensure the builder (who could be the homeowner) has properly installed insulation, replaced any salt-water compromised electrical wiring and outlets, used a vapor barrier where required, and they didn't move any bearing structures in the event they removed any walls. You just don't want to follow rules and are quibbling about sheetrock. Drywall is a component of a wall and as such, you need a permit to replace it. Paneling or wallpaper or paint are just decorations and do not alter the wall integrity.

anyone who applies for this permit is a total moron. of course the people who will apply for this permit are the senior citizens because they are afraid. sheetrock costs under five dollars per sheet, but you are supposed to pay $125.00 for a permit to install it? you can't fix stupid

From the reading of the TOB you do not need a permit to replace defective sheetrock.It specifically states it as long as you are not altering,demolition or removing the wall or any of its contents{plumbing,electrical,I think it is outright fraud that the village is demanding these illegal fees.Now when you pass village hall and they see sheetrock in your vehicle you will have a parade of code enforcers trailing you.If this regulation came from Tim he should be immediately terminated.

I try to discuss MY OPINION, but I will return a nasty comment with same.

I do not feel anyone is being nickled and dimed. I know you can also buy a circuit breaker for under $5 but that doesn't mean you don't need a lic electrician to insure it is the correct amperage, there are no shorts, and whether a GFCI is necessary. The cost of the sheet rock is immaterial. Brookhaven town has this law for the same reason.
