No matter what they do someone will think that it's wrong. They really can't win on this.
Leave rail crossings open, and there could be more accidents, plus the added expense of installing proper rail crossing gates.
Close them, and people have to drive a distance around. People who want to walk around town (for exercise or to save gas) will be affected the most.
Build an overpass, and there's tax increases.
