Board of Educations Efforts to Privatize Springboro Schools

The Springboro Board of Education angered local residents after posting contract proposals in the midst of negotiations with the teacher's union, but the recent attention surrounding the Board's decision to include creationism on the list of "controversial issues " has overshadowed the efforts of the President and other members of the Board to privatize Springboro schools.
Dr. Kelly Kohls, the President of Springboro Board of Education and head of the Warren County Tea Party, held the first annual conference of the Ohio School Boards Leadership Council late last year in order to provide a "conservative alternative" to the Ohio School Boards Association. Secretary of State John Husted delivered the keynote address on "The Future of School Choice," followed by dinner with Seth Morgan, President of Americans for Prosperity, to show his organization's support for school choice in Ohio. The conference included workshops for Charter School Development Programs, and breakout sessions from policy analysts who focus on education, to help school board members draft policies and create budgets that support charter schools in their districts.
Earlier this year the Board voted 4-1 to hire the Callender Law Group to investigate the benefits of "conversion schools" in the Springboro School District. While the issue was ultimately tabled, it's unlikely that Springboro has heard the last of charter schools. Ohio Governor John Kasich's 2013 School Funding Plan includes the expansion of publicly funded private school vouchers along with additional funding for charter schools. The state is also one of five in the nation with controversial "Parent Trigger" laws that give parents the ability to petition for under-performing schools be closed or converted to a private school. Given the School Board's multiple attempts to put creationism on the books, it's more likely that the charter school debate is just getting started.
When Stanford University's Center for Research on Education Outcomes (CREDO) assessed the effectiveness of charter schools in Ohio back in 2009, they found that "math gains for students attending charter schools were significantly below their traditional public school peers." More recently, Governor Kasich signed into law a bill that would replace the current rating system with an A through F grading system. While the Ohio Department of Education estimates that about three-quarters of schools would see their grades drop at least one level, StateImpact Ohio found that "more than 70 percent of charter schools would receive F’s" under the new evaluation guidelines.
So if it isnt higher grades they're after, what other choices could the Board be looking for? Critics have charged that the charter movement has shifted it's focus away from "smaller schools" to privatizing education and limiting the rights of their employees. Education historian Diane Ravitch estimates that upwards of 95% of charter schools in the United States are non-union, which has motivated an increasing number of teachers at charter schools to restore their collective bargaining rights. Could all this talk of "The Future of School Choice" simply be a means of limiting the collective bargaining rights of our school teachers?

From all US charter schools, please list communities in which charter schools have 100% displaced (closed the doors) of that given community's public school district.

The simple answer is that we're not there yet, but it looks like Chicago Mayor Rahm Emanuel might be working on a historic mass closure as an experiment in privatization:
"As the academic year winds down, a record number of Chicago schools are preparing to close their doors for good in the largest mass school closing ever in one U.S. city. Last week, the Chicago Board of Education voted to close 50 of the city’s public schools in a move that will impact some 30,000 students, around 90 percent of them African American. Chicago Mayor Rahm Emanuel has pushed for the closures in order to save the city more than $500 billion, half of its deficit. "Rahm Emanuel actually does not have an educational plan, he has an economic development plan," says our guest Diane Ravitch, who served as the assistant secretary of education under President George H.W. Bush."
In light of the Springboro Board's proposals, it appears as if they too have and economic development plan instead of an actual educational plan for our children.

In light of the postings of Open Springboro, it does appear that Christopher Ritter is deceitfully distorting the official records of our school district; but we can all know the truth....
You are encouraged to go to the Springboro Transparency Project and see for your self the data on pay and beneifts. You can also go to the Ohio Department of Education and see the data on Springboro Median Household income over this same period of time.
If you look at the Ohio Department of Education, you will see that since 2008, the Springboro median household income (1.5 wage earners working 12 months) went up $1,500 (2008-2012) in these four years. But, according to the Ohio Department of Education, the median Springboro teacher salary went up $5,444 from 2008-2012. Get online www.springboro.org and stay informed!
It appears that no matter how much Springboro taxpayers give to generously support our teachers, the OEA/SEA continues emotionally blackmailing for MORE than they need.
The OEA/SEA will never give taxpayers a break! The only way Springboro taxpayers can "help ourselves" is to just say NO to NEW TAXES.

Open Springboro is right, unfortunately. They do want to make the school private. Every person knows that the contract proposal they offered was not done in good faith and that it is bad in the extreme. The BOE wants the teachers to strike. It is their goal

Thank you so much for sharing! This is exactly why we need better tools to help us understand the changes that both sides are proposing in the contract negotiations. While Oakwood may have been the first, they're certainly not the last.

Wanting to teach public school students that the earth
is flat, the sun rotates around the earth, that plants
once grew on earth before the sun existed and that the universe is only 6,000 years old is the goal of
this school board. They want to indoctrinate/ brain wash
the students to distrust science.
The will be breaking the law. They will be violating the state standards.

Much of what's currently "state standards" has been put into place through the years by the hands of liberal educators. Just like virtually every other sane person in Ohio these liberal educators are "for the kids". But first and foremost what they're "for" is the perpetual padding of their respective wallets and purses with as much public tax dollars as they can leverage. In order to be given respect by teachers unions, individual teachers must prove their merit by supporting, promoting and teaching our children various left wing agendas, including issues such as evolution-ONLY theory of the origin of all universal life, as well as "man made global climate change"... which is nothing but a huge pile of crap being shoved down our respective throats.
Goal #1 - Fire liberal lawmakers
Goal #2 - Elect common sense, conservative board members

Did you notice the differences between Oakwood and Springboro?
Oakwood - Starts at $45,000 (up from $37,800)
Performance Based Raises:
Oakwood - Both sides have been working together for TWO YEARS to get to this point.
Springboro - BOE wants teachers to agree to performance based raises without any talk as to what that looks like or how it'll be implemented.(They're no better than Nancy Pelosi - we have to pass it to know what's in it)
As to the specifics of how raises are determined:
Evaluations will be based on classroom observation, district-wide performance and directed, self-improvement processes.... Additional stipends may be awarded based on student growth and achievement.
Classroom Observation - Done by principals. You hate the principals.
District-wide Performance - You see the proficiency test as proof Springboro's failing even though the state says the opposite.
Self-Improvement Process - You think a teacher with a masters is over qualified.
Student Growth and Achievement - I've already addressed this concern. How do you fairly compare a math teacher with kids taking algebra for the third time who either don't get math or don't care versus teachers who get AP students and those who are striving for academic scholarships at college? What about music, art and gym teachers?
Let's face it. You all love the idea of teacher salary being tied to performance. But looking at the details I bet you won't like it either.

Mr. Bowman, thank you very much. I know this is your post because of your blatant overuse of the accusatory term "YOU" (You think...You see...You hate). Plus your trademark cynicism stands out like a zit on the forehead of a 15-year-old. However, just like everyone else's, your intelligent insight is always appreciated.
The districts of Springboro and Oakwood are not similar whatsoever. Please draw these same comparisons using Springboro and Strongsville.....(-;
Why are you so critical of teacher performance based raises, Mr. Bowman? Is there something about the general performance of SOME Springboro teachers that may be making you a bit nervous?
I'll bet 'cha a Scruffy's dog, slaw, and a large Dr. Pepper that the majority of people YOU personally work with have annual reviews which are directly tied to their individual performances, and the effect of this combination is a HUGE positive motivating factor in their overall success in business.
No! Don't try to claim this doesn't work with public sector employees, because in fact... it does!

Nope! Your post is opposite of my opinion 180 degrees. Please get your head in the game and stop playing politics, skippy! There's absolutely nothing wrong with the current direction of Springboro's school board.
There is in fact something wrong. Do you know what it is? The current direction of public education in the U.S. is all wrong because it's being taken over by the state and the fed-mandated "Common Core" bull&#!+ curriculum. This is one of the reasons why this community elected Kohls, Rigano & Petroni! Right now America needs a lot folks with their kind of common sense leadership elected to every level and aspect of government.

The first amendment to the Constitution of the United States of America states: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof, or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
So what's the big deal about school policy allowing students "the free exercise thereof?" Discussing a topic (even those religion focused)is not establishment of teaching religion.)

grades as to all the historical and scientific

Of course you would not want any other religion

So Charley Horse, what's it like living your life while dominated by f-e-a-r...FEAR? Quite obviously you live in mortal fear of Creationism being taught even as a subject of classroom debate. One must remember that any wall can be a fortress, and this fortress can be scaled (or not) from EITHER side. Judging from YOUR general attitude, it's quite obvious that you and your immediate family all live in a very sad, isolated world.
