I'd say this guy should be stripped of his guns: http://www.scsun-news.com/ci_22322766
"the driver of the SUV also started backing up and ended up backing into the police car and landed on top of the unit, with the rear wheels of the SUV on the patrol car's hood. The suspect fired on the officer again.......... in January 2012, Ortiz did it again - led police on another chase after refusing to stop for a traffic stop, this time in Bayard. When Ortiz appeared in District Court in March 2012 on all of the charges from both incidents, he pleaded guilty to 13 separate charges in the two incidents, mostly fourth-degree felonies

Anytime someone is convicted of a felony they lose the right to own firearms of any sort and lose the right to vote also.

You are correct that a convicted Felon, has lost their right to ever posses a firearm. Also there is a law from 1968 that states "An individual that has been deemed mentally unfit, may not own or posses a firearm." It takes a court order as in the felony conviction cases to prevent nutcases from ever obtaining a firearm. However it does not seem that our justice system is to keen on the idea of actually enforcing this law. Thank Jimmy Carter for the shambles of our mental health system in America.
