All the above citations are clear that it is illegal to submit fraudulent academic credentials and military accomplishments for military promotions and merit awards.

Honor Codes such as ‘Naval Officers do not lie, cheat, or steal, nor tolerate others who do’ are simple to grasp and clear what proper conduct is expected of all non-attorneys, enlisted members, and commissioned officers in civil, military or naval service without reading complex legal manuals.

The case of VADM Donald Caldwell Arthur BA, MA, MD, PhD, JD, MC, USN (retired) remains a perfect example why the invasion of privacy argument does not hold up.

For privacy sake, VADM Arthur did not have to engage in public interviews with Sea and Shore magazine boasting about multiple major motorcycle accidents the first of which in 1973 required him to spend ‘…the next four years on crutches…’ while having ‘…a total of 10 operations and two knee replacements before they could put his left leg back together well enough to walk again…’

Accordingly, questions still need to be asked and answered how VADM Arthur managed to receive medical clearance to jump out of airplanes to earn COMBAT qualifications as a Navy-Marine Corps Parachutist and Jump Master in the 1980s with the medical / surgical history he personally described during interviews.

So, why should investigative reporters not be allowed to question VADM Arthur how he managed to achieve his phenomenal motorcycle mileage record while serving full-time on active duty as the Deputy Surgeon General of the Navy?

Seems to me that a liar is the same as a theif, especially in this situation!, fake degrees yeild jobs/promotions that yeilds income which is unlawfully obtained. At the very least Billy the Kid , Jesse James and "Al Capone", had testosterone enough to face off and take what they wanted without "lying" about their motives and making a person feel raped! Then when nothing is done about the crime, people lose respect for the law and the mores of our culture begin to change to that selfish and greed that we see today in our country.

Wendy Halloran should be Sainted not stoned for exposing fraud at the Arsenal . Why does this matter...give me a break..of course this matters. With such poor judgement and character these liars have manifested one should ask what else would they do or could do in their daily work in the Arsenal. Please don't forget these people are not flipping burgers at Burger King, but are working in a top secret environment involving items of mass destruction. These liars are an easy target by our adversaries to be blackmailed and with their character flaw the bad guys have a great chance for success.
As a retired Naval Officer I am particularly interested in the string of comments regarding Don Arthur. It's hard for me to even include that it should be Vice Admiral Arthur.
Again one might blow off his criminal behavior by saying how common (therefore no big deal) for people to lie about their credentials . Those of you that have not served, must understand that it is expected by society that the Core Values and personal standards of the men and women that have had the privilege to wear the cloth of the nation be held at a higher standard then our civilian counterparts.
There is no greater sin in the military then to say you have been in combat when you have not. This is an affront to all that have experienced combat and all those that have made the ultimate sacrifice for our country.
Not only did Arthur sin in this regard he lied his entire career saying he had a JD, Ph.D and Masters degree all of enhanced his promotions over others that did not lie nor cheat. These are just a few examples of his fraudulent past. The Navy knows about Arthur but they are too embarrassed to do something about it.
It will take the good and courage work of Ms Halloran to put Arthur in the spot light.

After action report here does not justify the course of action displayed by the justice department of Navy as stated in these "official" reports. I am not an attorney nor am I versed in the law, however, I spent Six years nine months active duty in the United States Air Force Medical Corps as a hospital corpsman and had as much training and schooling as was offered at that time. Top secret clearence on SAC and TAC bases! A code of military honor is where we lived and what we died by. Commitment! No fake, under handed liars. Proud to serve our country. Of course we were raised that way and looking at Don Arthur , he was raised to lie, kill ,steal,and destroy as his father the "devil". You just have to pray for him and the poor people he has destroyed that our Father in heaven who is a gracious GOD, and does repay to those people TEN times that that was taken from them when they seek GOD on Don's behalf

I work on the Arsenal for 6 years now and let me tell you, there's no integrity left at this place. It is obvious to me that those who condemned Wendy Halloran for reporting this because of the following reasons:
1) They themselves fudged on their resumes and were afraid to get caught and
2) Afraid the government might close the Arsenal and move to a different State which means lost of jobs here in AL.

The above is a sad commentary of the integrity
and high standards in governmental service. Even though the vast majority of those that service are dedicated honest public servants that we all admire, just ONE bad apple reflects poorly on all of us who serve or who have served our Nation.
Just think about a Physician who blatantly falsifies his credentials without guilt what he must have done or is doing in his medical practice. Just think about the opportunity he has to falsify medical records, outcome reports, prescriptions and his examination of patients. DON ARTHUR's patients charts should be reviewed to make sure this did not happen. Don Arthur doubly sinned, he sinned
as a NAVAL OFFICER and as a PHYSICIAN. He betrayed the trust of our country and the patients that he treated over the years.

It is a pity if even one person falsified his credentials to move up in the ranks for the benefit of money and power. As individuals we tend to check out things before we purchase them to make sure we are not getting 'ripped off', companies generally make sure their money is being well spent, but the government...LOL, they just spend tax dollars (our money) willy-nilly. If they need more they will just print more, tax more, borrow more. Did everyone forget the $700 toilet? This information has to be brought to light so that it stops. This is basically stealling, and I personally do not like it. Please continue with your investigation as I believe this may only be the tip of a very big iceberg!

Talking about bad personal behavior, here is comments made a few days ago by the CHIEF of NAVAL OPERATIONS (the boss of the Navy) about this topic:
Roughead said he was troubled by the recent firings or punishment of 14 Navy leaders, including five commanding officers, for fraternizing or mishandling reports of fraternization within his command since December.
"I'm not pleased with any CO that is relieved for any personal short-comings. To me,[they] damage the institution of the Navy and the high standards we set for ourselves with regard to command," he said.
"Even though we have over 1,000 people who are in command, any one who comes up short - either professionally or personally - undermines who we are as a Navy," he said.
Roughead said he has confronted his peers about fraternization concerns on a few occasions during his 37 years in the Navy.
"I've had some uncomfortable conversations. But that is the obligation that we have. It is incumbent on all of us to maintain the standards of the Navy, and particularly, the standards of command.
"Sometimes, something may appear worse than it is, but some-times it may be worse than it appears, and that's where intervention is required."
Fraternization is one thing, repetitive lying in the case of Don ARTHUR HIS ENTIRE Career is another and certainly more damaging .
