Strongly Agree. It doesn't matter what the breed is or even the type of animal is torture and it is factual too as you have also said in the forum later comments that serial killers have previous history starting out abusing, torturing, and killing animals. I followed a case of someone in Missouri courts that they initially charged with Felony Willful Animal Cruelty and then his court case has just disappeared from public knowledge. He then was in Florida and arrested for other unrelated to animals crime. As far as this young boy in this killing of this article, since he's in foster-home he is entitled to having a mental evaluation and treatment and probably more. This is up to Child Protective Services to make sure it happens as they do oversee the well-being of children in foster-care homes. I would strongly urge "family counseling" and not just "individual".

this kid needs serious help, when he kills an animal just like that it shows little remorse and strong tendency to keep it up...
i wonder if he is an abused kid himself, eater way he's a perturbed human already.

Most kids aren't born rotten. They have had traumas and families who didn't teach them right or support them emotionally when needed. This kid can turn away from this kind of violence. It is up to the adults to see that he appopriately punished for his ill-deed and up to Children's Services Division, the Foster-Care System and his parents, and any other needed outside assistance too.
