Wisconsin Program Helps Illegal Aliens Get Mortgages
MILWAUKEE — Illegal immigrants are often criticized as unfair competition for U.S. jobs. Now, with an unprecedented program in Wisconsin, they could be competing with legal residents for a new home — with help from the state government.
The first-in-the-nation program, run by the Wisconsin Housing and Economic Development Authority , is helping to make getting a first mortgage easier —for illegal immigrants.
The new home-mortgage program has Republican state Sen. Glenn Grothman up in arms.
"I don't think the state of Wisconsin should be sending the message that our immigration laws are a joke," Grothman said.
The Wisconsin mortgage program follows the lead of the Internal Revenue Service ( search), which gives out individual taxpayer identification numbers, or I-TINS, largely to people in the United States illegally so that they can legally pay income tax. Wisconsin is now allowing I-TINS to be used where Social Security numbers would normally be required.
We are not the immigration police. In fact, the IRS won't even allow us to inquire about the status of people who have I-TIN numbers," said WHEDA Executive Director Antonio Riley.
So far, about 150 mortgages totaling more than $16 million have been granted to Wisconsin I-TIN holders.
"When you set-up a program in which you don't have a Social Security number, they themselves know and are admitting that the vast majority, if not everybody who's taking advantage of this program, is in this country illegally," Grothman said.
"It's money earned, taxes paid, families need a home. It's that simple," said Democratic state Rep. Pedro Colon.
Colon said that if neighborhoods like his largely Hispanic South Milwaukee district are to succeed, home ownership is vital. He also blasts federal lawmakers for leaving illegal aliens in a "no-man's land" in which they are able to pay federal taxes but unable to get permanent residency.
"The U.S. Congress is the laziest place in politics today," Colon said. "[It] doesn't give us the luxury of sitting around and watching our communities fail."
Grothman said he wants essentially to eliminate the I-TIN mortgages and has proposed that Social Security numbers be required for state loans.
He said that even though he believes the vast majority of Wisconsin is with him on this, he's not sure his own party is.
"If my legislation doesn't pass, it shows a high degree of cowardice on the part of the Republican leadership of the state of Wisconsin," Grothman said.
Wisconsin GOP leaders say they do not fear Hispanic voter backlash getting in the way of Grothman's legislation, but that the party has other priorities, like election law reform, that needs to be completed first.

“State Republicans introduced legislation Tuesday restricting local governments from offering sanctuary to illegal immigrants throughout Wisconsin.
Under the new bill, co-sponsored by Sen. Glenn Grothman, R-West Bend, and Rep. Roger Roth, R-Grand Chute, cities and counties would be unable to pass laws prohibiting government employees from demanding proof of immigration status or notifying the federal government of the presence of illegal aliens.”

Wisconsin considers licenses for illegal immigrants
MADISON, Wis.- Wisconsin may soon join Utah as the only states to issue illegal immigrants special cards that allow them to drive but not get other rights that traditional licenses hold.
The plan was included in Wisconsin's state budget approved by a Democratic-controlled committee on Friday. It is subject to approval by the full Legislature and Gov. Jim Doyle, perhaps as soon as next week.
Utah is the only state with a two-tiered system like what is being proposed in Wisconsin, according to The American Association of Motor Vehicle Administrators. About 40,000 drivers in Utah have the cards, which were created with that state's program in 2005 as an attempt to end voter fraud among illegal immigrants who were receiving regular licenses.
Tennessee ended a driver certification program after two years in 2006 after federal investigators found that some testing centers were selling driver's licenses and certificates to out-of-state illegal immigrants.
Washington, Illinois and New Mexico are the only states that allow illegal immigrants to receive driver's licenses. Maryland used to allow it, but a new ban on such licenses took effect Monday.
In Hawaii, illegal immigrants can get a state ID, but not a driver's license.
In Texas, we aren't anywhere close to joining this bandwagon. In fact, the state is going the other direction, trying to prevent illegal immigrants from getting driver's licenses. But as we reported a few months ago, that effort is on hold:
A state judge agreed Thursday to suspend new Department of Public Safety driver license rules touted as a crackdown on unauthorized immigrants.
The rules prevent thousands from getting standard-issue licenses even though they're legally in the country, said the Mexican American Legal Defense and Educational Fund, which is suing over the policy.
District Judge Orlinda Naranjo said the rules - which specify that people who aren't U.S. citizens or lawful permanent residents must prove they're legally here before getting a license - go beyond DPS authority.
"This case is not about illegal immigrants obtaining driver licenses, it is about legal residents who have been denied or have been threatened a denial of a driver license," Naranjo wrote to lawyers, saying she was granting a temporary injunction. After a formal order, such an injunction would block the rules pending a trial.

So... let me get this straight...
Non-US citizens are purchasing property? That's crazy. The fact banks and local government agencies are working together to make it happen is worse. And, if it's true about legal citizens being denied driving privileges due to their ethnicity, it doesn't surprise. Latino citizens are always paying the price for the work government isn't willing to sort.
And the problems are happening on local levels, here... not only Federal. We can't keep pointing fingers. We are the system and the system is broken.

What part of ILLEGAL don't we understand?. Jobs we (legal of any race) don't want?. I know there are plenty of people who would love to work for cash, not pay any taxes, get food stamps, free to drive cars without paying to register them and get free hospital care. I must be a fool for working my entire life, paying my share of taxes,paying my bills, and I was born here as were my parents...is America great or what?...

We have 100,000 illegal aliens in Wisconsin-500,000 in Illinois just wanting to come to Wisconsin to get free stuff, committe crimes, drop anchor babies,
get paid under the table, free medical and schooling
etc all at taxpayer expense.
California has 23 Billion Dollar in dept and Illinois
11 billion a big part due to illegals. Los Angeles
is now 70% hispanic-mostly Mexicans and is bankrupt.
The Liberals and Progressives love them until
they move in next door.
We need out borders shut down and E-Verify for
all employers. They kill 25 people a day in the USA

Just follow the law Title 8 of the Federal Codes and deport them. And those that help them get
loans, take their kids to school, help them eat the food that their anchor babies get from food stamps
are breaking the same law.

What the hell is wrong with you politicians? And what gets me about this home mortgage program for them doesn't make sense. What about their credit ratings(which are non-existent, not just not high enough to qualify for a loan. How about the down payment? Are the banks just letting that go, too? or are they getting some sort of political kickback by overlooking these items and granting loans that HAVE to be high risk at the very least. Sickening, I say, and ANY politician going along with this should be kicked out of office for not following the laws of the land. Period! I'm sorry it's rough in Mexico for them, but TOUGH! Things are just as rough for many here in the states and we should look out for our own, first. As for the 'new ideas' that may be coming into our country, B.S.We are NOT getting anything new from the people that are coming here and I for one am sick and tired of you politicians spending my money on this crap that only ends up costing us more in the future.

Overall destruction is immeasurable but so is damage to American citizens/individual families living next to illegal immigrants who mock the system, defraud local, law enforcement, harass specific families/neighbors, etc. Everything illegal immigrants do is straight out of a minority/victim/card playbook. DO NOT MOVE TO RIPON, WISCONSIN!! Illegals aren't only ones corrupting system - so do local law and county judges. Activism against law abiding citizens.
