While the City of Menifee is in its infancy, it is imperative that we don’t start off on the wrong foot; particularly, with regards public safety issues. With that in mind I think it's important to advise the Menifee City Council and the citizens of Menifee of a serious matter involving allegations of police misconduct and, what sounds like (in my opinion) a cover-up by Chief Kevin Segawa of the Mt. San Jacinto College Police Department.

Police misconduct is a serious matter as I’m sure we can all agree! But when it involves a cover-up, that takes things to a completely different level. It is undisputed that the chief’s second in command (a Corporal) was involved in a prolonged extra marital sexual affair [on-duty] and that some of these liaisons were at the college itself, including inside the police department where evidence and other sensitive information is kept.

This misconduct, which should have been know to the chief, has been carefully manipulated and / or ignored by police Chief Kevin Segawa. Notably, the chief's Corporal is a veteran of the department, a field supervisor, a field training officer (FTO) and close personal friend of the chief.

Not only are the corporal's actions despicable, but they are a clear violation of the public trust. He has put the college staff and students in harms way and has opened the college and County of Riverside up to civil litigation in a time when budgets are in turmoil.

What makes matters worse is the fact that the corporals actions, which should have been known to the chief, were allowed to continue for several months. And during that time the corporal repeatedly threatened (verbally and via email)“PROBATIONARY” employees with termination. When two of the corporal's subordinate officers were about to come forward with information about his misdeeds, one of them was fired and the other was told by the chief to "choose a side."

Interestingly enough, the officer who was terminated (without cause) had 1) an impeccable record with the MSJC Police Department, 2) had received a Chiefs Commendation, 3) had been given a rating by his training officer of "Superior" in all categories of police work, 4) had never been disciplined while employed with the MSJC PD, 5) never received a citizen complaint with the MSJC PD and 6) is a 13 year veteran of police work.

When the officer was terminated, at least two other officers came forward and confirmed to the chief that his corporal had, in fact, done what was alleged. All of the officers have gone on record as the college has retained the services of an attorney. This was in response to the terminated officer’s allegations of “Wrongful Termination, Retaliation, Breaches of Employer Policies" and other claims. The officer has retained an attorney and a lawsuit is pending.

There is a LOT more to this story, but the fact remains that there is a significant problem at the MSJC Police Department. They are clearly not being managed properly and the City of Menifee cannot sit by while we have a bunch of gun toting cops running amuck without ample supervision.

Interestingly enough, there are some related postings on Ann Motte's webs site. As many of you know, Ann Motte is on the Board of Trustees for the Mt. San Jacinto College. Although I am not a supporter of hers, I learned some interesting things on her blog. According to her blog, she is about to initiate an investigation into other incidents/claims of mismanagement at the department involving Chief Kevin Segawa. One of the more notable entries on Mottes site is one from Ann herself; she says that the H.R. Department and the then President of the college strongly “recommend” Kevin Segawa for the chiefs job. She “assumes” that he [Kevin Segawa] met all basic requirements to fulfill the position of a chief of police. We all know what happens when we assume something, however.

Poor guy can't cleanup his act. Firedfrom LAPD for a domestic violence where his service pistol was pulled out, told to leave his next job at Mira Costa College Police for misconduct, and now all of this.

His wife will leave him, take his son away and beg her daughter to return to a home without Kevin.

Nobody wants to live with a coward, not even the kids. This is proved by his step daughter leaving and moving........to the state of Washington.

Kevin Segawa is a true COWARD. He has no huevos what so ever.What kind of pathetic person steals from the ice cream man???

I read the news on thos websites and it appears that Ryan Myers is listed as a defendant in the tort claim. this would mean that he is being sued as well as the district.

What did he do? I seen him walking at the San Jacinto campus all the time, he always looks lost.

I can say that myself, and may other Ice Cream Vendors will not be going anywhere near Menifee as it has spread around that the MSJC police will stop you and steal all your goods. I have a U.S. passport so guess I wouldnt have to worry about getting deported!

First of all, I've known Kevin a lot longer than most of you, if not ALL of you. In fact, those of you bashing Kevin on here, probably don't even know him, and besides, who cares.
Second, you don't know what happened at LAPD, you weren't there.
Third, he was not let go at Miracosta for misconduct. Nice try there folks.
Finally, how dare you or any story out there bring his daughter, his wife and their son in this. He has a very loving and supportive family. Mind your business

How is he holding up? Considering the circumstances, how is he doing? Is he going to get fired or keep his post? Not everyone is bashing him on these boards, in fact, I feel sorry for the guy, hope he is doing ok...

To C. Wayne, maybe the Kevin Segawa you knew was a different person. Kevin has changed, for the worse. He let the position of Chief go to his head and lets face it he never should have been given this position. Nobody with no real police experience and no education should be placed in this position. The person who placed him there is just as much to blame.

The facts around what has been happening are indisputable. Kevin was fired from the LAPD, who cares why. Kevin constantly lies to people to conceal this fact as he knows in his heart of hearts that his appointment to Chief was a joke.

Kevin Segawa is a crook and a liar and if you knew him that well you would know his wife has a wandering eye and this has caused problems for them before. Guess you do not know him all that well. Is it relevant here, no, but I am simply rebutting the fact that you know him so well.

Kevin's tenure as Chief will be ending shortly. Its not a matter of if anymore its just a matter of when. With four officers now suing the department and a fifth non police employee in the process of suing him and the department the college district will eventually cut its loses and rid themselves of him.

I work very close to MSJC. I know the officers and some of the non sworn police employees. I have ZERO doubt Kevin did what he is being accussed of, stealing the ice cream and deporting the vendor. I heard about this incident back in the early part of the Summer and even saw the ice cream cart at the MSJC campus. This incident DID occur, I have had 6-7 people, not all of them involved in the lawsuit, tell the same exact story. With this many people telling the same story, there is little chance its all made up.

Not only did Kevin commit a theft under color of authority, he violated this individuals civil rights, tampered with evidence and opened the police department to a lot of liability.

This incident happened there is no doubt. The fact the items were only ice cream is meaningless.

Acually, WOW and sunny 92584 are the same person. No doubt that person read the article.

A safer bet would be that this is the very person who gave partial information the the L.A.Times.

Again a silly attemp to take the attention away from the truth.

There is undeniable documentation to prove that the L.A. Times is untruthful and inaccurate in the it portrays those involved.

The fact is that the leaker of the info is starting to become very afraid of his future because he knows he screwed up....BIG..... and his life is going to change drastically.....soon....
