Most social scientists and criminologists agree - the most successful strategies for dealing with gangs are those which emphasize prevention and intervention instead of suppression and enforcement. Being in a gang has taken on a cultural right of passage amongst many inner-city youths. Neither stepped up police surveillance nor short-term incarceration has much positive effect. If anything, incarceration gives the individual prestige among peers. The publicity that gang violence generates satisfies the adolescent hunger for recognition. Others boast about the things they have done and like to portray themselves as public enemy number one. Ironically, treating gangs like public enemies may encourage gang membership because of the widespread publicity and notoriety furnished by that sort of reaction.
Nevertheless, the gang problem is taking its toll on the overall quality of life in the Memphis. When asked to describe the level of gang involvement in specific crimes, law enforcement sources were able to document certain trends. Gangs in the Memphis were mostly involved in drug trafficking, residential burglaries, felonious assaults, auto theft, and vandalism/graffiti crimes. As gang migration occurs at increasing levels into the Mid-South Region, new and emergent trends in criminal activity will surface. Communities that may not have had a gang problem before will eventually feel the impact of gangs in their neighborhoods. Gangs will likely move into more rural jurisdictions where law enforcement may have less knowledge of their activities and culture and may not have the support to combat them.

Black gangs in the Memphis are, for the most part, loosely organized and structured and have only a passing relationship with the national level gangs they have attached themselves to. It is not uncommon for rival gangs to be in the same area, perhaps even living on the same block, and for these gang members to interact with each other. True, there are often clashes between gang members, but the ideological lines are often blurred amongst Memphis gangs. Money, and the illicit means of making more money, is the driving force behind most black gangs.
Hispanic gangs will become more prevalent in the Memphis as the Hispanic population continues to grow. Black gangs (Vice Lords, Gangster Disciples) have begun to prey upon the Hispanic gang members as that they have been identified as easy targets who often carry large sums of cash and/or drugs and are less likely to report the crime to the police. Even so, Hispanic gangs are more organized and structured then the black gangs, have more defined territories, and will eventually start pushing the black gangs out of their areas. It has been difficult to identify exactly what Hispanic gangs are in the Memphis and to what affiliation they may have with their national level counterparts. It is not uncommon for an individual, or group of individuals, to claim that they are members of the Mexican Mafia - or any of the other mainstream Hispanic gangs - but in all likelihood have little or no connection with that gang. Gang graffiti, the most prominent indicator that a particular gang is in a specific area, has indicated that Mara Salvatrucha (MS-13) and 18th Street gangs are in South Memphis – but, so far, there have been no arrests or police reporting to confirm their presence. What gangs have been identified have been those of a more local variety, like the Krazy Ass Latinos (KAL) and the Pelones.
Bottom-line is that the problem will likely get worse before it gets better. Once Hispanic gangs start pushing back then the black gangs will, themselves, become better organized -- and eventually there will be gang wars. It's a dismal situation with no easy answers.

As for racism -- As a white person, I have witnessed more reverse racism - blacks towards whites - then anything else. These people believe that everything that is wrong in a black persons life is directly or indirectly the fault of a white person. This is not so.

I lived in Memphis all of my life, I am almost 41 years old, until recently. When my kids were about to start school we moved to the city of Bartlett so they could attend county schools in the hopes of getting them a better education. Yes there is racism in Memphis unfortunately it is reversed now blacks and Hispanics against everyone else and each other. I find it really sad to see. The saddest truth is this, not all parents can afford to stay at home especially when it is a one parent family. The police are corrupt as all get out and the worst part of that is no one seems to care. Memphis has some well, a few, good paying jobs but to get them you have to have grown up somewhere else it seem. I really think the citizens of Memphis need to come together as one and stop it them selves

mane some folks act so stupid.it really is legitimate gang members in memphis and shelby county.i've seen it with my very eyes,from the suburbs to the inner city,even out there in the country.gang members from l.a and chicago brought gangs here because of gang enhancement laws in there home states.also cuz of money,because dope is sold for different prices in different communities.here in memphis i could get a pound of decent weed for $500-$600.in knoxville 5 hrs. away across the state it'll be bout $800-$900.so all they do is expand their bizness and their gangs or organizations.it's a system called networking.whatever you do,you cannot stop gangs.they'll always be around.they recruitin in every community.so if you live in germantown,collierville,bartle tt,even in the country like fayette or tipton county,you best believe it's gangs around.they may not be in the open but they there.especially them lil rich white boys that's so facinated with the shit they'll do just bout anything to be down.it's the truth i'm just sheddin light on it,cuz obviously folks ain't payin close attention to what's going on around them.open your fuckin eyes cuz it's everywhere.M.E.M.P.H.I.$ or DIE.GD or none.P.M.L N.T.M.L

I have walked in some companies here and EVERYONE is white. I am black with a college degree. I have had two jobs in Memphis and on both of them I HAVE BEEN OVERWORKED for 12 dollars and hour and mistreated. It almost makes me envy the young blacks out there saying NOWAY to working for the white man and who are selling drugs.
However, to stay on point, if Memphis had more good paying jobs and for the young black men jobs willing to hire them with their checkered criminal past, we would all see the crime go down.
The whites go to school and then to college and then to a respectable career. Minorities should take advantage of the free breaks on education instead of taking advantage of the people.
Stop complaining and take responsibility for your actions.

Gangs can be stopped. Ever hear of Sombra Negra AKA Black Shadow? They are taking care of the MS-13 problem in Venezuela by assassinating as many gang members as possible. MS-13 members are so scared of Sombra Negra that they are pouring acid on their tattoos and scraping them off with a cheese grater. Sounds like we could use the Sombra Negra here in the states.

Take it how you want, I am an educated black woman who dresses professionally and speaks well. Yes, the 'people' want some who will look out for them and take the blame for their crime and who will give them a free pass to the next grade even though they can't read or write and who will favor race instead of education or abilities and who will tell them it's OK to live in poverty and who will write them welfare checks for their 'mistreatment by society' instead of provide them with jobs and security. I could go on forever but I will leave it like this: Not everyone was dealt a fair hand in life but, it is how we play the hand that makes the difference. Life is all about choices. So, quit your bitching and moaning, get a grip and face up to reality.

I think it is evident that Memphis has a problem. I have witnessed the so called "Grape Street Crips" recruiting young boys no older than 12 years old. Its not only the gang members who should be looked down on but the parents as well. Where are the parents when their little boys are being persuaded to become gang members not even knowing what it is. They just know that some guy have walked up to them and have told them that you can have money girls and whatever else. That is fascinating to a young mind and they dwell on it. Memphis does not want to do anything about the problem because they are scared. Why in the hell do we pay taxed for an "Organized Crime" unit with MPD and they can't do anything about this ongoing problem. Instead, they want to spend $19 million dollars on a lame boat ramp so that happy go getters can go boat riding on the river. Its not only the gangs that have corrupted Memphis, it's our city leaders as well. They don't have a problem with it because it does not directly affect them, but look at the many innocent citizens it does. People scared to come out of their homes for fear of being hurt or worse killed. Memphis has one of the highest crime rates in the country and nothing is being done about and I don't think there ever will be anything done to stop this problem. When I was growing I lived in the heart of the hood exposed to all kinds of gang related things but I did not involve myself in it because (excuse my French) my parents would have literally beat the FUCK out of me. But parents have no way of discipling their children today because if they do it's unlawful. Why should the government have power over how you raise your kids. The war in Iraq is absurd, why in the hell are our people over their fighting a war that a shameless coward could not do himself he caused it. That was none of our business. If they want to go around blowing each other up let them do it. But we are spending billions of dollars trying to correct the problems in Iraq when here on our own soil we can't even control what is happening with rebels here. Our government is a joke to me.

Everything now makes sense. I UNDERSTAND why in most inner city metropolitan areas with a high number of blacks we have BLACK MAYORS from Atlanta to Detroit.
It makes sense. The people want an AGGRESSIVE Black who will look out for them the way the GOOD OL BOY NETWORK which is so prevalent in the south looks out for whites.
What we need to do is find the mayor who can best serve the community. He can be black, white, green, blue or yellow so long as he can do the job better than Herenton.
