I use to give blood 4 times a year.Then I worked for 3 months in 1985 in London. I have been disqualified for the past 23 years from donating blood because England had a case of Mad Cow Disease in the 80's. You would think I would be symptomatic by now.

The US has had a case also. Does that mean all Americans should now be disqualified also? Administrative screw ups like this cause shortages.
