Yuppie couple with some petty complaints. Have a beer with him and get to know him. Know his story, hear his pain, and you'll probably find that the little utopia you're trying to create for yourself is what's really ridiculous. You could probably get on his good side and be instrumental in getting him some help. But it's probably more important to you to be righteous in comparison to him.

You can't rationalize with people like that. I know. I tried with my neighbor. Wish I never said a word. Call the cops, that is what they are there for. To protect and serve.

And btw, giving this guy ANOTHER beer only adds fuel to his fire. It's like feeding the wildlife. Once they get a taste, they will be back at your door EVERYDAY! Good luck getting rid of this tool then! Where is his family? They should help him.
