Ashland will be setting themselves up for failure by opening up shelters. As soon as word spreads among transients, the more will show up. A lot of transients are dangerous criminals and addicts these days, no longer just folks who fell on hard times. The more a city provides, the more will be there you can count on that.

In fact, poor people largely stay in the area where they lived before they became homeless. Trust me, your shelter isn't going to be such hot digs that someone is going to walk miles and miles to get there. There is absolutely no evidence that "if you build it they will come." That's a myth perpetrated by hard hearted and selfish people who can't imagine that they or someone they love could someday be on the streets. The question you need to ask is whether or not you want to see people on the streets? If you like seeing people on the streets, then keep doing what you're doing. If you don't, then help them by providing shelter. When people get shelter it is easier to address issues like mental illness or addiction. Mental illness and addiction don't go away by ignoring them. Be responsible. Be humane. Be rational and address the real problem (housing first and then illness and addiction).
