Troublesome I-83 overpass in southern York County to be replaced

Yea of course it wasn't the bridge, that's why the trucks coming up 83 with loads from say, the Port Of Baltimore, passed under numerous overpasses succesfully until they came to this one.

The Windy Hill overpass is particularly dangerous. It seems that the name "Windy Hill" was not given on a whim. When tractor trailers pass over the bridge they are surprised by very high westerly gusts that seem to channel there during windy conditions. When that is combined with flash freezing at the onset of weather fronts in the winter months serious crashes have occurred there over the years. Any redesign of this bridge should take this matter into consideration.

I like how they are not considering Exit - 4.
I guess that Penn DOTs way is to let traffic backup and sit on an interstate rather then fix the interchange.
If it means saving lives I am all for eminent domain.
And lets make the new bridges wide enough for expanding to 3 lanes each direction on I-83
