McKeesport is finished because all mobsters do is crime for money.
1. Contract crimes with return playoffs are similar to the fake lottery scams advertised recently. They agree because all involved know its done with the government Americans money! Hey, cash in the government check, make a high bid. The school board will accept the high bid for instance then a envelope will be returned back to those involved. The FBI website describes how a number of these crimes work.
2. Illegal gambling, McKeesport 16 indictments recently handed out for councilman Daniel Carr, The Viking bar owner.
3. Prostitution and drug money payoffs occur to bad police protecting drug dealers for money. In theory, drug competitors not paying off crooked police officers may be busted selectively.
4. The illegal bulk metal scrapping in McKeesport is another problem. McKeesport took in thousands and conveniently stopped the record keeping to cover up the illegal actions.
5. A bogus number of excuses in McKeesport dealing with the Kimberly Krimm murder. The ignoring of a warrant to go into Thomas Hose house while McKeesport had information about him as a school security guard as a suspect. The public face the police the information, but because Hose was related to a suspected officer accused of raping a woman at Renzie Park, officers as a favor refused to investigate. Kimberly Krimm was raped, pregnant with a officers child and blocked from telling the truth. Officer walks and is still on duty in McKeesport. Two officers tag teamed to stop her and she was left for dead.
6. Numerous other unsolved murders in McKeesport still unsolved to date.
I go to counties all over PA and everyone living there tells me McKeesport is the worst place in all PA.

The illegal gambling money pays for the favors for McKeesport officials to get away with crimes. But Porky was the ringleader, the rest of the favors are probably bought off using government money that vanished and never used on incomplete projects.
The government needs to cut the money because corruption is united because if the money. As long as they a share a portion of money and have it to share McKeesport in the Mon Valley will be full of corruption. Remove all the money, most of the problems will dissipate.

The City solicitor made that ridiculous and lie record keeping statement because records are kept by every scrap yard. They issue you a receipt and cash and make a copy of your drivers license. What record keeping was stopped Mr. Solicitor?
The cash money should then be deposited with the City Treasurer. The paper trail is there no matter what the solicitor lied about. If a receipt has a employee name, date and cash amount on it, it better match up with a deposit or he/she high jacked the cash. Not too complicated Mr. Solicitor, unless you want to cover for your political friends.
You lied Elash when you hit a icy patch at 716 Long Run road. The police chief and public works department tried to defend you with the icy patch story. PWD dispatched a salt truck to support your story. The MPD tried to cover for you when you were missing but they were not looking for you? Wow what an unbelievable fib!
But 0.196 BAC could not be covered up or your 2X DUI.
Your creditability performance is not quite up to the standard for a solicitor, but super to cover for your political cohorts.

Malinchak takes aim at McKeesport council's attorney

On the first day for candidates to circulate and file petitions for the May 17 primary, controversy continues over what the city council president calls "a relatively minor issue" of who should head the McKeesport city law department.
The controversy covers various ways to interpret the city Home Rule Charter.
In a memo made public over the weekend, city controller Raymond Malinchak said he may hire a lawyer to investigate J. Jason Elash, who was fired Dec. 31 as city attorney by Mayor Regis T. McLaughlin. Malinchak is alleging "a multitude of very troublesome and questionable matters" involving Elash, who is backed by council president Michael Cherepko and three of six other city councilors.
"These range from misrepresentation of the number of vehicles insured (to) disinterest by the former city solicitor to file a $30,000 deed transfer tax lien," Malinchak wrote to Cherepko and other officials. Cherepko said Malinchak would need council's approval to hire any staff. He also decried how "certain individuals are so willing to shine a negative light on this city and to give this city a black eye for their own political interests."
Cherepko, McLaughlin and Councilors Darryl Segina and Alfred J. Tedesco Jr. are announced candidates for mayor, while Malinchak is expected to join them in the contest.
Malinchak also called for council "to include immediately a provision in every agreement, contract, or covenant to certify that every vendor is in good standing with respect to their taxes and fee obligations for their respective county and municipality."
Elash said he believes that refers to a discussion of limiting contracts to one year that has gone on since the Brewster years. Some suggest Elash may be a direct target, but the McKeesport attorney said, in his case, "if there is anything unpaid, I would certainly pay it."
McLaughlin called "stupid" council's decision to pull three bills off this month's agenda dealing with Elash, McLaughlin's own choice of the Weiss law firm working with McKeesport attorney Bert M. Moldovan, and a reopening of the city budget.
"The budget amendment was part of the whole agreement between Mr. Weiss and Mr. Elash," Cherepko said.
Pulling the three bills was stupid, it was to buy time to allow Cherepko full control over citizens in McKeesport! This tabling paved the way for Elash and the city to play with the process allowing Elash as the only solicitor possibility. Worked, didn't it? Yes.
The mayor still opposes the latter action.
"I'm trying to save money for the city," McLaughlin said. "They're trying to give their friend a job."
Exactly! Right John Jason Elash? Between you and Illegally gambling indicted Ronald "Porky" Melocchi McKeesport residents cannot tell the difference!
"They" are Cherepko, council vice president Loretta Diggs and Councilors V. Fawn Walker and Dale McCall, who voted for Elash as special counsel on Jan. 4 a move decried as illegal by McLaughlin then tried to codify it Feb. 2.
Now we know everyone flips in McKeesport. Why? Influence can be bought in McKeesport.

Councilman Richard Dellapenna joined Segina and Tedesco as a minority faction on council.
"We've hired Mr. Elash as special counsel at the reduced rate," Cherepko said. "Mr. Elash has offered to handle any and all solicitor duties at the same rate."
That rate is $3,333.33 a month, as listed in one of the pulled bills, compared to $5,000 a month listed in another pulled bill for Weiss and Moldovan.
Elash also disputed reports about what his salary had been, that a $180,000 figure mentioned in some places referred to the entire law department budget.
"He was a city employee," McLaughlin said. "He got benefits. He got hospitalization. He paid into a pension plan."
Malinchak also released to The Daily News copies of a letter Elash sent to Weiss and a memo to Malinchak and other officials.
"Council is very disappointed the deal we had reached with Weiss and Moldovan was not consummated," Elash wrote in the memo after the Feb. 2 city council meeting.
"I received a letter from Mr. Elash representing himself to be attorney for city council," Weiss said. "I did not feel it appropriate to respond to that."
"Attorney Elash's access to city offices, services or resources should be no different than those available to any McKeesport resident," the controller wrote. "To the best of my knowledge, a former city solicitor is not granted any special privileges."
Elash wrote in his memo that he invited Weiss to an interview. In the letter dated Feb. 7 he said he was writing in his capacity as counsel for city council.
Weiss said he and Moldovan have had no discussions with the city since Feb. 2. He expressed concern about the lack of designated counsel for a city as large as McKeesport, with the issues it faces. "It is important that the city reaches some accommodation," Weiss said. Citing the charter, McLaughlin named Weiss and Moldovan to serve from Dec. 31 to Jan. 30.
Elash said, "it does not apply to the solicitor's position in this case."
All laws apply to everyone but you, right Elash?
Under a precedent revived recently by council, appointments to boards and commissions must be given in advance so that candidates can be interviewed by council.
McLaughlin did not rule out resubmitting Weiss and Moldovan to council March 2, though the earlier 30-day option no longer exists and council would have to approve the appointment.
Malinchak wrote that he made but Elash disregarded a June 2005 request to seek a lien to cover a 1.5 percent transfer tax owed but never paid by investor Regis Possino when he bought the Peoples Building.
Influence from McKeesport city hall can be purchased according to the wiretap on the McKeesport illegal gambling ring with 16 indictments. Influence can be bought in McKeesport, Elash proves it.
Possino's Strong Partners bought the building from the Redevelopment Authority of the City of McKeesport for $600,000, then sold it for $2 million to Geneva Equities, another company in which Possino was an investor. The building since has passed through other owners to Lin and Lily Lum of New York.
