Voters are rattled on several fronts, and that's bad news for Democrats.

President Obama's "Year of Action" has turned into a Year of Fear. The country seems mired in dread. And that could have mortal consequences for midterm Democrats.

New polls out this week betray a rattled public, one that is jittery about war, security, and the economy—and one that is increasingly looking to the GOP, not the party in power.

Even as the White House has sought to reassure Americans that the campaign in Iraq will be limited, that the president isn't going to act alone on immigration in the near future, and that the economy is doing better, the damage appears to be done.

Obama and his aides have been caught between messages: that the country wasn't going to war, until it was (sort of). That the president couldn't act on immigration, until he could, until he wouldn't (yet). That the economy had turned the corner, but not quite.(Wait.)

All of it has brought Obama's credibility into question and disrupted the narrative that the administration wanted 2014 to advance—the one where employment rose, the war in Afghanistan ended, and the president walked tall in the face of gridlock.

In a long speech on the Senate floor, the Kentucky Republican laid out his foreign policy vision, and took transparent swipes at members of his own party.

He also took the opportunity to assert his broader views on foreign policy, which critics say have endured flip-flopping over the last few months. Paul criticized both the Bush and Obama administrations for interventionist tendencies, blaming the rise of the Islamic State in Iraq and Syria on past meddling in the Middle East. Intervention, he said, "toppled secular dictators," leading to the radical jihadist groups of today in places like Libya.

"When does a track record of being consistently wrong stop you from being a so-called expert when the next crisis comes up?" Paul questioned. "We should remember that they were wrong. There were no WMDs, that Hussein, Qadhafi, and Assad were not a threat to us. Doesn't make them good, but they were not a threat to us."

In a possible dig at John McCain, he alluded to a falsehood he's brought up before: that the Arizona senator may have been cozy with future ISIS members.

Bush/Cheney Created Conditions That Led Directly to ISIL !!

It takes a lot of gall for people like Dick Cheney to utter even one critical word about President Obama's strategy to eliminate the threat of ISIL in the Middle East.

In fact, it was the unnecessary Bush/Cheney Iraq War that created the conditions that led directly to the rise of the "Islamic State in Iraq and the Levant" (ISIL).

Former George H.W. Bush Secretary of State James Baker said as much on this week's edition of "Meet the Press." He noted that after the first President Bush had ousted Saddam Hussein from Kuwait in 1991, the U.S. had refrained from marching on Baghdad precisely to avoid kicking over the sectarian hornet's nest that was subsequently unleashed by the Bush/Cheney attack on Iraq in 2003.

But it wasn't just the War in Iraq itself that set the stage for the subsequent 12 years of renewed, high-intensity sectarian strife between Sunni's and Shiites in the Middle East. It was also what came after.

Bush's "de-Baathification program" eliminated all vestiges of Sunni power in Iraqi society and set the stage for the Sunni insurrection against American occupation and the new Shiite-led government. Bush disbanded the entire Sunni-dominated Iraqi Army and bureaucracy. He didn't change it. He didn't make it more inclusive of Shiites and Kurds. He just disbanded it. It is no accident that two of the top commanders of today's ISIL are former commanders in the Saddam-era Iraqi military.

The man-made catastrophe known as the "Affordable Care Act" and "Obamacare" still lurks. And nobody should interpret the absence of daily negative headlines as a sign the law's myriad problems have been rectified, or that there is substance to Harry Reid's claim of "untrue" horror stories following the law's implementation.

So, how much damage has been inflicted now that gross ineptitude in foreign policy has replaced gross ineptitude in health care policy?

Let me count the ways … and lies.

* Everybody will finally be covered … for less than $1 trillion...
* Health care reform will have little impact on employment...
* You can keep your insurance if you like...
* The medical device tax as money maker...

The idea that "Climate science is settled" runs through today's popular and policy discussions. Unfortunately, that claim is misguided. It has not only distorted our public and policy debates on issues related to energy, greenhouse-gas emissions and the environment.

But it also has inhibited the scientific and policy discussions that we need to have about our climate future.

Any serious discussion of the changing climate must begin by acknowledging not only the scientific certainties but also the uncertainties, especially in projecting the future.
Recognizing those limits, rather than ignoring them, will lead to a more sober and ultimately more productive discussion of climate change and climate policies. To do otherwise is a great disservice to climate science itself.
