How many other bills are unpaid by these McKeesport politicians? He was fired by mayor Regis in McKeesport before. The new clause is in his latest service contract agreement to uphold the reputation of McKeesport, or lose his job.

He noted that the question was not intended to spark further controversy, but rather to clarify a matter of record-keeping that city officials will resolve in coming days.
"Council approves the solicitor, and the mayor executes the contract on behalf of the city," Mayor Michael Cherepko said. "It's a non-bidding contract ... for professional services. Council doesn't have a say as long as it's within the budget."

Now payment receipts for illegal scrapping are called upon by fax by FBI/AG direct to the mayor of McKeesport. But Elash claims they no longer have any, but mentioned they used to keep records. How do you fail to keep records with McKeesport tapping its full cash amount surplus?

Elash said of the receipts, "we don't have them." He stated that McKeesport stopped keeping records about the scrapped metal in McKeesport.

Plenty are in McKeesport, they reported about another city where the school board is kicking a lady out of her house. The news then went to city school board member houses and confronted those on the board with taxes owed.

The solicitor isn't covered by the union as a separate, selective mayor chosen, hired hand.

The MHRC (McKeesport Home Rule Charter) only allows the solicitor a job, if the budget allows. If the budget doesn't allow or is doctored, as most expect (past on old tax collected figures), the McKeesport solicitor, John Jason Elash can be let go by council.

Also, what tax filing form does John Jason Elash (McKeesport solicitor and head of the McKeesport Law Department), file his taxes using?

The union workers an be asked to take reduction in pay, answering McKeesport mayor and solicitor no. Effectively, the could all get flu shots as a preventative measure on the McKeesport medical benefits. They could all go for general check ups to make certain they are ready for the winter work ahead, especially the McKeesport street plowing crew.

Additionally, the can refuse (another no answer to the McKeesport mayor Mike Cherepko and silly solicitor John Jason Elash.)

When the money is gone, regardless of the doctored budget (when the money is gone), but when the funds are diminished, Elash can be let go. We all correctly figured that the $900,000 was taken to somehow personally benefit the mayor and solicitor right hand man to the mayor.

1. Employees are smart enough to support a family, unlike the male chauvinist single Elash by simply saying no to the payment reduction. Saying no is beneficial to city workers because Christmas is coming. These families don't short family like Elash does.

2. Employees are smart enough to say no to any contribution to medical benefits. They no these changes aren't to save McKeesport money with a pay raise intended for John Jason Elash. Besides, McKeesport mayor Mike Cherepko is building a brand new house. McKeesport employees should ask mayor Mike Cherepko to offer the $900,000 surplus for winter city employee, family benefit.

Recall how former mayor James Brewster (now senator Brewster), had sacrificed pay amounts to later collect them with the help of current mayor Mike Cherepko? Maybe Brewster can find it in his heart to pay the McKeesport employees instead of send them for help to the institutions the money went to? I'd say the mayor took that money with zero foresight of any planning, as Dennis Pittman accused him of not doing.

McKeesport is finished. Act 47 is part of the true book, the book shown to the public is wrong.

Business privilege tax? What is the priviledge of business in population declining city, except for grocery stores? Nothing. Mayor Cherepko said businesses will never be shoulder to shoulder in McKeesport again on 5th Avenue. McKeesport is a politically greed ruined city by projects HUD and abuses of government free money.

Why should the government hand money to McKeesport with illegal gambling ring connection ties and to other McKeesport illegal activity. These politicians aren't to be commended for lying on a false budget book and refusing to pay taxes, the IRS and rent!

With some attendees shaking their heads and others leaving the room, an air of frustration filled McKeesport council chambers Wednesday evening as city officials continued arguments on the topics they've debated for months.
After council approved the revision of a previously tabled service agreement for solicitor J. Jason Elash in a 5-2 vote, with Councilors V. Fawn Walker-Montgomery and A.J. Tedesco dissenting, council president Darryl Segina sidestepped Robert's Rules of Order by commenting on the matter after a vote was cast.

Segina said there were private reservations about Elash's appointment as solicitor, despite a unanimous vote in January. Those reservations have increased among some council members and the public since DUI charges were filed against Elash after a single-vehicle accident on Jan. 22.

"The only thing we can do, and what we did, is negotiate the contract," Segina said. "The beginning contract only stated the retaining fee (of $1,500 per month) and $75 an hour. In the one we just passed, there was more."

Elash's service agreement outlines his scope of services as defined by McKeesport's Home Rule Charter and adds a personal conduct clause that charges him to uphold the city's reputation. It notes that his employment will be terminated if convicted of any alcohol-related offenses for incidents occurring after March 1, 2012.

Tedesco asked if the contract defines whether Elash is an employee or a professional contractor, specifically asking if his services require a W-2 or 1099 federal tax form. He noted that the question was not intended to spark further controversy, but rather to clarify a matter of record-keeping that city officials will resolve in coming days.

Cherepko said he extended a courtesy in compromising with council in the development in Elash's contract. That statement led to bickering between Cherepko and Walker-Montgomery, when he told her the matter was "nothing to smirk about."

"There are new procedures in place now, and we are keeping a paper trail of every transaction," Elash said.

Bad bookkeeping is intentional, to cover up shady practices. Books may exist, but not for the public transparent understanding. McKeesport hides a lot from the public, and definitely abuses money.
