At one time, McKeesport was the fastest growing municipality in America. Families arrived from Russia, Poland, Germany, etc. to work for the National Tube Company. The company, which had, by then, been purchased by U.S. Steel, closed its doors for good in the 1980s, along with so many other Mon Valley factories.

Like so many of the Pittsburgh "satellite" cities (Aliquippa, Clairton, Homestead etc.), McKeesport was a world unto itself, even though Pittsburgh was just down the road.

Its' own pockets of notoriety, such as Brick Alley, which apparently held such elite world-wide status as an area of ill-repute, that the local authorities, while not condoning it, accepted its existence for a large span of time.

(Like illegal gambling in McKeesport, the McKeesport Pay Scam the former chief reported, and wiretap calls to illegal gambling ring leaders like Ronald Melocchi involving police the mayor Cherepko in McKeesport, it was condoned. Otherwise, such a place would have been closed down. The entire Mon Valley is corrupt, which includes all Allegheny County.)

McKeesport's was still largely filled with businesses and families, when the bottom began to fall out in the 1970s, and by the dawn of the 80s, a mass exodus had begun. The work was largely gone; businesses were closing; and the working wage necessary to support a family could no longer be had. Life in the Mon Valley, as it had been known for decades, was effectively over.

McKeesport solicitor John Jason Elash, however, recently echoed Mayor Mike Cherepko's assertion that the city had to accept the prepayment of the loan.

"There was no provision in there to prohibit [the authority] from prepaying the loan," Mr. Elash said.

But Mr. Malinchak said that, according to a legal rule known as the "perfect tender in time rule," when loan documents are silent on the issue of prepayment, the borrower may not be permitted to make prepayments of the loan. The rule applies to borrowers who promise to repay loans in installments at specified times or at a specified date. It means that borrowers have no right to compel a creditor to accept prepayment because they are bound by the payment dates in the loan, he said.

McKeesport council voted on Wednesday to allow Mayor Michael Cherepko to tap into his reserve fund to make payroll and pay bills.

Cherepko said the city's overall deficit by the end of the year may reach $2 million, but bills and employees need to be paid now.

Council's approval came because of a heated exchange between Cherepko and council president Darryl Segina.

Cherepko asked for the motion several times at the meeting, explaining that without access to the approximately $900,000 in reserve, the city would not be able to pay its regular obligations.

“We're going to treat it as if it's not there and use it in an emergency,” Cherepko said.“I don't want to come to the end of the month — and we don't have a council meeting until December — and not be able to make payroll ... Your $900,000 is going to be gone at the end of the year anyway.”

Council voted 6-1 in favor of Cherepko using the reserve, with Segina casting the dissenting vote.

Segina said he did not feel comfortable voting on the request without specific figures, noting payroll problems and the reserve fund were not discussed at Tuesday night's workshop.

“We have no details on what our problem is and how much money we're in the hole,” Segina said.“I think this is the fourth time since I've been here that we've tapped this reserve, and $900,000 is nothing to sneeze at. We don't know how much debt we're going to have after this, so I'd prefer to vote on this sometime in December after we have a meeting in caucus that we can actually see the figures without voting blindly on $900,000.”

Cherepko was not at the workshop meeting.

“You have the budget,” Cherepko told Segina.“We're not going to spend any money that has not already been approved in the budget. The bottom line is basic fundamental mathematics that I believe my fifth-graders would understand. When your revenues do not quite meet your expenditures then you need to go to the reserve.”

Apparently, you make false calculated budgets to keep John Jason Elash on the job, wasting McKeesport residents reserve!

This would result in a balance in the reserve fund of about $500,000. I do not believe that is enough to balance the 2014 budget!
There was joy and jubilance when former Mayor Brewster was notified of the ONE TIME $300,000 Obama stimulus that was used to hire additional police officers. Jimmy knew by accepting this stimulus that the chickens would come home to roost down the road.
We are down the road now. It is not true that the stimulus was cut, Obama told them clearly that it was a ONE TIME time grant. But council and Mayor Brewster decided to greedily accept it and kick the problem down the road. Blame foolish council and Brewster for this one. Or, will Mikey be forced to lay off four police officers and save $300,000?
He best make certain all city employees can use their city paid for medical benefits.

Why are these political officials buying up all these lots which once stood a house? Are they being sold off real cheap so politicians can make huge profits for them down the road with tax payer money ?...BUT... You'll never find their names on the deed of such said empty lots. Can a 3rd party deed holder be behind the curtains? Where did the money come from to purchase these empty lots?

Real estate is the best thing to purchase today as a future investment... Only the wizard knows ,you know the one behind the curtain.......It's the best tax payer money scam out there. I hate when they are 2 steps ahead of us..It's like we are spinning our wheels.........

Real estate isn't useful when the money and city is empty. McKeesport is a dump, owning property no one wants places them behind, assuming the land holds value.

But the message talks about using older tax values to gain loans. That's illegal, especially when they budget tens of thousands more knowing McKeesport is losing population. The politicians can spin wheels, until they are jailed. They may go two steps ahead of some of friends.

When the McKeesport is taken over by the state, all third party property owners can be found out.

Fire Chief Kevin Lust is recovering from injuries sustained at a three-alarm blaze in McKeesport on Sunday.

Lust was transported by McKeesport Ambulance Rescue Services to UPMC McKeesport when he fell while working to extinguish the blaze at a two-story wood-frame home at 1400 Meadow St.

Cherepko playing doctor thinks the chief is ok.

I want to know why council gets paid over $300.00 a month and school board members dont? so are they there for the money of for the community?
yeah I know it's only 28 K a year but when youre broke every little bit helps out........
so at $330.00 a month for each council member can mean that it could be a car payment and the tax payers are paying for that car. what do they work say 6 hours a month? that's over $55.00 an hour.......they should be a shamed . there should be a motion to omit council salaries the mayor has no say in it, he cant vote and he cant supress a vote to omit this unwanted stipend to each council member. hats off to fawn for bringing this up, bring it up every month ! see which puppets are owned by the mayor..

The budget is false as stated earlier, and one anonymous messenger eluded sarcastically to two books. Then messages responded in agreement about two books for the budget.

The politicians are not setting the example, but Topix did accurately display the raises before news verification.

Segina is correct, McKeesport has politicians that support raises with freezes, pay reductions and extra input into medical benefits expected of all other city employees. The way to even the playing ground is for workers to make the best possible use of medical benefits now. Fire Chief Lust deserves physical therapy at the very least. He is needed to help at fires in McKeesport and he needs to be supported, looking ok isn't always accurate.

The miscellaneous (over $600,000) may be from the illegal gambling machines or other dubious forms of income. Inflated expected McKeesport pre tax collection figures are wrong. McKeesport is losing population, houses burned down, and emergencies can occur. Numerous houses are abandoned, most residents are poor or middke class going below the poverty line. Any loss expectation figures for emergencies? No, because politicians need to expect more, over value business in McKeesport to bring in more to receive higher loans, if the city are eligible for loans, banks should be aware. These politicians only plan to line pockets and reward non tax paying city solicitor, John Jason Elash at all residents expense. John Jason Elash owes the IRS, gets free rent already at McKeesport city hall, and has proven to black eye the city in a negative second DUI crash at 716 Long Run Road. He was drunk driving, speeding, wreckless and careless as usual.

Senator Brewster worked at Mellon bank.

Segina should have access to McKeesport reserve amounts at all times. I suspect they will use the money secretly, behind residents and everyone's backs. He will say, after everyone forgets about the approval that the permission carries until denied for the entire surplus amount.

McKeesport council should revoke the permission with a new vote at time of need for the surplus. With McKeesport booming to get bank money on the records, remind the government McKeesport doesn't need any free handouts or loans.

McKeesport is self sufficient on its own, everything is fine. John Jason Elash and Tedesco receive raises. Elash $15,000 and Tedesco about $5,000 with all McKeesport employees a pay freeze with pay reduction askance!

Did they account for icy patches and a harsh winter in McKeesport? No, these aren't forward thinking politicians, still refusing to plan to pay themselves.

Investigate all budget figures thoroughly, because raises were given with all other employees on freeze, receiving pay reduction requests from Elash and the mayor. McKeesport employees are also asked to give more to medical benefits with benefit decreases for employees expected.

The budget cannot be correct by these careful considerations.
