“There's no plans that you've given us with what you want to do with this,” Segina said.“Now you're saying $900,000 like it's almost nothing.”

The two went back and forth about who brought up city debt at previous meetings and what conversations did and did not take place.

“This is half of our problem,” Cherepko said of the possible $2 million deficit at the end of the year.“I'll probably come to you with something in December in addition to this. I've been saying this all year.”

Among the other debt discussed is a $700,000 increase in minimum municipal obligation to McKeesport's pensions, and a $300,000 stimulus revenue cut.

If the Mayor Cherepko's prediction is true then City Council will have to authorize about a $1.1 million tapping of the so called reserve fund by the end of the year.

This would result in a balance in the reserve fund of about $500,000. I do not believe that is enough to balance the 2014 budget!

There was joy and jubilance when former Mayor Brewster was notified of the ONE TIME $300,000 Obama stimulus that was used to hire additional police officers. Jimmy knew by accepting this stimulus that the chickens would come home to roost down the road.

We are down the road now. It is not true that the stimulus was cut, Obama told them clearly that it was a ONE TIME time grant. But council and Mayor Brewster decided to greedily accept it and kick the problem down the road. Blame foolish council and Brewster for this one. Or, will Mikey be forced to lay off four police officers and save $300,000?

Maybe the Mayor should go back to teaching, and do what JB wanted when he was on council. "Part time Mayor" , the other cities and boros mayors don't make half of Mckeesports Mayors wages, nor do they drive City owned suv's for city or personal use. Start saving money there then get rid of all his family and friends.

no reason for a full time mayor.
he's not there 80% of the time anyway.
he never puts in an 40 hour work week. most towns dont give their mayors cars to drive around, i blame the tax payers for not showing up to meetings and be very angry.

Mayor Cherepko isn't in his office 99.9% of the time or hides on the public. The mayor absent from his office 80%, hiding from the public the remaining 20% he is in.

McKeesport is paying for a full time mayor, but receiving a barely part time mayor.

The public may not be attending meetings, but the attendance wouldn't guarantee change. Once voted in, the mayor is responsible. He is the McKeesport project leader, he failed to properly manage McKeesport.

Citizens attending meetings are merely spectators, with a opinion. The mayor offers incentives to council and defended Elash to receive favors and support from both.

The mayor is ultimately responsible because he decides how to run the city. The citizens voted in council, but council are low paid, subjecting them to incentives. It's always about the free money in McKeesport, including tickets to concerts, games and events.

The mayor brought government money to McKeesport from HUD. He brought or bought the support of the majority of citizens through public housing. I think public housing is the majority of the voters and the trash from moving. A majority of government benefits goes to McKeesport house rentals. McKeesport is a government handout city, no McKeesport official paid for the flyover ramp. The United States tax payers did through the ONE TIME government stimulus to McKeesport.

McKeesport wasn't cut, the amount was a one time only amount. Same for the Fly over ramp, all the money was from the government. No improvement in McKeesport is paid for by its own funds. The mayor wants to now, but only because funding from the government is reduced with some funds halted completely. It's a too little, too late emergency attempt in light of the current impending McKeesport PA. crises.

Do not blame the taxpayers. Only four votes will give the mayor anything he desires. New SUV,$900,000, free back rent for his policitial supporter, lost records for authorities, etc. When Segina retires he will have seven votes in his pocket.

Blame the MDC controlled six councilperson. They are the blame and cause for all city woes. These six should be held responsible for the bankruptcy trajectory and be investigated for possible surcharges.

The mayor and his corrupt solicitor John Jason Elash are to blame. No ones asking for anything from Paul Shelly or John Jason Elash. Unless they want to answer if they are related. They both act weird and are Topix hounds! Both love to blame tax payers. But, you cannot blame tax payers because non tax payers can vote.

Stop bragging about the one time flyover ramp, the government paid for it. No McKeesport politician can take credit for it. No more fly over ramps will be built. The flyover is improperly graded and goes to a industrial wasteland. No other city or road to another city can be accessed from the fly over. After the flyover was built, several large businesses pulled out. John Jason Elash promised new businesses were moving in. He refused to say which ones to the newspapers. No new businesses moved in the flyover ramp depleted industrial area. John Jason Elash cannot be trusted.

McKeesport tapped out the $900,000 reserve. Council, all Democrats "rubber stamped" the blank check votes.

Thank all voters for keeping Paul Shelly out of running McKeesport, he cannot run his own finances. After that, he's a legal liability. But, at least everyone knows McKeesport voters are smart. Voters are especially smart by knowing to avoid corrupt, self serving McKeesport council meetings.

Segina said he did not feel comfortable voting on the request without specific figures, noting payroll problems and the reserve fund were not discussed at Tuesday night's workshop.

“We have no details on what our problem is and how much money we're in the hole,” Segina said.“I think this is the fourth time since I've been here that we've tapped this reserve, and $900,000 is nothing to sneeze at. We don't know how much debt we're going to have after this, so I'd prefer to vote on this sometime in December after we have a meeting in caucus that we can actually see the figures without voting blindly on $900,000.”

Cherepko was not at the workshop meeting.

“You have the budget,” Cherepko told Segina.“We're not going to spend any money that has not already been approved in the budget. The bottom line is basic fundamental mathematics that I believe my fifth-graders would understand. When your revenues do not quite meet your expenditures then you need to go to the reserve.”

Segina said he would have liked to receive a phone call or something in writing from the mayor about financial concerns prior to the council meeting.

Segina, ask Elash how his taxes are filed for his set iced to the city as Tedesco asked before.

Tedesco asked if the contract defines whether Elash is an employee or a professional contractor, specifically asking if his services require a W-2 or 1099 federal tax form. He noted that the question was not intended to spark further controversy, but rather to clarify a matter of record-keeping that city officials will resolve in coming days.
"Council approves the solicitor, and the mayor executes the contract on behalf of the city," Mayor Michael Cherepko said. "It's a non-bidding contract ... for professional services. Council doesn't have a say as long as it's within the budget."
Cherepko said he extended a courtesy in compromising with council in the development in Elash's contract. That statement led to bickering between Cherepko and Walker-Montgomery, when he told her the matter was "nothing to smirk about."
Walker-Montgomery said the mayor didn't know what she was laughing about, and he should not call her out on an assumption. Both parties were silenced by Segina's gavel as they told one another to watch their mouths and educate themselves.
Elash asked Segina to take control of the conversation and move on to the next agenda item.
"This is thoroughly embarrassing," he said. "It's been brought out in public. Let's just move on and govern the city."

(Basically, when the money is gone in McKeesport or the McKeesport budget no longer allows Elash may lose his job.) Council will have a vote on the matter, not to be tabled unless the city goes over budget. See that Segina, don't allow these rogue politicians run the city or run you out of a job.

Believe me, if they convince you to cover anything up they won't return the same favor. Would they? No.

If a crime was committed a year ago, such as illegal gambling in McKeesport, would you let it go? If you work for the city, chances are you are paid through the city, after the government hands it to McKeesport. The Delta report was years ago news, but did include predictions of failure for the McKeesport future. The Delta report proved to be the best truth about McKeesport, but was reported years ago. If you didn't care, then why take the time to make the message? You do care, but don't like the truth.

You could follow your own advice and not pretend to restore houses Paul. The house on Shaw is condemned and the lawn has large articles of trash on it. You failed to restore the house, and the one you lost to the bank on Versailles Ave.
