Elash is on probation still, so he was unable to object. If he gets angry with any if you and pulls a stunt, he could lose his job. Just cite the rules he agreed to not bring the city anymore NEGATIVITY or lose position!

CONTRACTOR ORDINANCE SLATED FOR A VOTE IN MCKEESPORT
McKeesport council plans to adopt an ordinance on Wednesday that will emphasize the city’s compliance with law requiring the awarding of federal contracts be more accessible to low-income and minority contractors.

Solicitor J. Jason Elash said the ordinance will reinforce existing city policy and is another step toward a voluntary compliance agreement with the Department of Housing and Urban Development.

“We’ve always had these in place and they’ve applied to every federal contract we’ve awarded,â€&#65533; Elash said at Tuesday’s council workshop.“We didn’t have the formal adoption of the new Section 3 policy.â€&#65533;

The voluntary compliance agreement was established in late 2010.

The proposed ordinance defines Section 3 residency as “a public housing resident or an individual who resides in the metropolitan area or nonmetropolitan city in which the Section 3 covered assistance is expended and who is considered to be a low- to very low-income person.â€&#65533;

“It’s extremely important on behalf of the city that we continue to make sure we stay in compliance with all federal guidelines,â€&#65533; Mayor Michael Cherepko said.“This is just another step in the right direction.â€&#65533;

HUD allocated more than $1 million to the McKeesport Housing Authority for large-scale public housing improvements in August.

The grant is through HUD’s Capital Fund Program, whose annual awards are given to build, repair, renovate and modernize public housing.

McKeesport is one of many in the state to receive some of HUD’s $117.4 million disbursement. The city’s portion is $1,672,176.

“If we would ever lose the (money) we get from HUD this city would be in big, big trouble,â€&#65533; council president Darryl Segina said.

Councilwoman V. Fawn Walker-Montgomery said she would like to see provisions in the Section 3 plan applied to city contracts.

Elash said implementing those requirements would make the city’s projects much more expensive.

“The simpler the contracts we have in the city, the better off we are,â€&#65533; Segina said.

To receive HUD money, McKeesport city officials chose to bow to the agreements required. The only future if McKeesport is a lot more HUD. Making a comeback, note the 2007 money awarded to McKeesport. You have more HUD, not less. The shootings were at the HUD housing, and this is why you city officials aren't all over tearing these places down, MONEY!

Where are these cited rules publicly available?

Why was he driving and given a citation for a moving vehicle violation after these so call "rules and probation” were in effect?

Anyone who can get a second DUI reversed to a first DUI and the BAC significantly reduced to the first tier has to have an exceptional lawyer or super political connections IMO.

He has always operated in the arrogant and bully stratosphere and will continue to do such until and if he is impacted by the authority’s ongoing investigations.

He openly, flagrantly, and repeatedly flaunted the local and Commonwealth and local law by campaigning for Mr. Brewster and Mr. Cherepko using city resources. Among other statutes, this is a violation of third class city code, Section 912, CITY PROPERTY NOT TO BE USED BY OFFICERS FOR GAIN. Mayor Cherepko has the duty to enforce that statue, but this would be self incriminating.

That is what the Solicitor got over them and why they must keep him employed in spite of all the negativity he heaps on the office, himself, profession, and MDC.

He is classic example of operating above the law. The recently released book titled "Keystone Corruptions” should devote chapter to him dedicated on how to operate above the law with impunity.

The guy pleaded guilty. He got standard punishment. Blood level was taken at hospital after being spun down. Bac level reported over and over was wrong. Was corrected for type of blood draw like it would have been for anyone. He suffered punishment and moved on learning a lesson. Just because he always is on winners in elections dosent make him a bully, just good at his job. Btw, he didn't work for city during Cherepko election, could have run whole campaign and not violated one law

How close are you to the scofflaw solicitor that you have detailed BAC info contrary to that of the police and the DN? Or did you just hear this in a bar?

John Jason Elash didn't receive standard punishment because one DUI was removed. That alone removes the standard punishment claim.

He received much less punishment than the average citizen.

Borkowski sentenced Elash to 30 days of house arrest with an electronic monitoring device and six months of probation.

First offenders get ARD. 30 day license suspension and no jail or house arrest

He got 30 days house arrest and one year license suspension, exact same as any other person who gets their second DUI. He now gets paid less than half of what he made in McKeesport before. Not before the DUI, pay was cut in half by Segina Walker and Soles and AJ, only way they would let mayor rehire him. All that punishment was because he helped mike instead of rege Darryl or AJ, if they were so "above the law" why did he get standard punishment? Making peanuts because he is at City every day and makes only half and no benefits.

Lie. His alchohol test results on the charge was a reduction. He wasn't charged for second time only as a one time DUI. But he was caught over the limit twice! How many times the drunk driver city solicitor drunk driving endangering everyone the loser didn't get caught?
