Investigation of Pa. city's rising disposal costs leads to gambling ring bust

When McKeesport, Pa. controller Ray Malinchak saw a $170,000 annual increase in city sanitation costs after switching from Allied Waste to Nickolich Sanitation, he personally hired a private investigator and forwarded his findings to the federal government.

Since then, 16 people in McKeesport, Pennsylvania, including a councilman, three former police officers and supervisors have been charged after being linked to a multi-million dollar gambling ring.

In December, a federal grand jury subpoenaed information regarding the municipal garbage collection and sale of scrap; it is speculated the sharp rise in collection costs was being investigated and a wiretap was put in place, which eventually led to the gambling charges.

The district attorney's office confirmed that it had referred a complaint "concerning the sanitation contract and other issues including the handling of vehicles and scrap" to the FBI, according to DA spokesman Mike Manko.

A lengthy search warrant affidavit in the gambling case documents how state agents overheard on a wiretap a discussion about a "big investigation" involving the FBI and McKeesport's former public works director, Nickolas Shermenti.

The FBI subpoena, faxed to McKeesport Mayor Mike Cherepko around Christmas, sought "invoices, weight slips, copies of cancelled checks or other documentation supporting proof of payment for garbage collection and hauling services" by Allied Waste Services and Nickolich Sanitation from January 2006 through July 2012. Allied held the contract before Nickolich.

Most of Nickolich's drivers have criminal records, some have felonies as well, they dont believe in wearing seat belts and get a slap on inspection sticker ( for a price ) on most of their trucks. Look into Big's Sanitation out of Belle Vernon, they dont make you sign a contract, they come in look the place over give you a bid, and WALA! if you dont like their service, you tell them to hit the bricks ....it's that easy ( although they are an excellent company that wont rip you off ), and what ever Nickolich is charging this guy will underbid him by 20%... just remember no contract with these guys.......pay as thye go !

This would have kept Shermenti real busy delivering checks every day or for each service completed as ordered by Brewster, the "big man."

Recall, the dry cleaner in McKeesport, a known felon with recent charges and guilty findings of drugs harassed his tenants and when Paul Shelly tried to help the felon dry cleaner (now out of business) case was dropped. The felon with several felony charges in McKeesport said Paul Shelly had a gun. No gun was ever found, and the DA dropped the charges. So police use others to make false charges in retaliation in McKeesport.

Hey, McKeesport will manipulate the truth, cover up any illegal actions for the politically connected as Porky said on wiretap the mayor Cherepko did for him. We believe it as much as a city worker believes in a false excuse of the McKeesport faulty message system.(With much better reasons.)

I suspect if McKeesport will protect officers breaking the law, other laws are covered up and broken in McKeesport. If they lie or cheat to do illegal gambling, illegally enter houses such as has been done by a police officer before, what else will they cover up and lie about? Maybe they protect drug dealers for a cut of money too?

You cannot trust anyone working for or connected with McKeesport.

What other celebrities? The Sinatra impersonator is indicted currently for illegal gambling. Anyone else? McKeesport school district did suspiciously pay a higher contract to a "good neighbor" they called him. Did he pass money back under the table after receiving the contract?

McKeesport police under the direction of James Brewster with support by John Jason Elash backed up a known felon against a council member.

The $900,000 is for slush fund and lawsuits to use for retaliation against anyone telling the truth!

Elash refused records to the FBI and the AG saying the city simply stopped record keeping. ID refuse the rogue city of McKeesport anything from helping them further destroy the city.

McKeesport politicals kept the city repressed to receive government free money (to abuse). McKeesport now wants to bring business in and realizes the government money train ceased. This is the reason.

Now they have to retaliate and require information from lawful citizens businesses to harass. Keep in mind its retaliation to Daryl Segina Cherepko is committing to with his nannied Elash! Council recently voted for Cherepko to have full remaining control of the last city surplus,$900,000! Now he threatens lawsuits, those cost a lot if money.

McKeesport ran Burger King, McDonald's, Arby's and many other businesses out of McKeesport. Most say they refuse to open any business in McKeesport because the McKeesport police won't help with crime to the businesses. McKeesport police helped run GetGo (owned by Giant Eagle) out of McKeesport! The manager said that McKeesport police!

You have a special extra business tax, another problem for McKeesport. It's full of crime and they want to pilfer honest businesses, another reason for low small business count.

McKeesport remained repressed on purpose, using larger business companies for income. Now its in trouble without should to shoulder businesses that mayor Mike Cherepko admitted would never again occur in McKeesport! So don't say it wi by bullying and threatening Daryl Segina! It won't!

McKeesport is finished!
