Thom Greco pays $108,000 in back taxes
Wilkes-Barre businessman, one of 30 people charged in ongoing public corruption probe, still owes thousands on two buildings.

Businessman Thom Greco paid approximately $108,000 in back taxes, but still owes thousands more on commercial properties he owns in the city.

The payments will keep his real estate holdings off the list of properties to be sold in next month’s back-tax sale.

But a default on a payment plan by attorney Robert Powell will put his law offices in Butler Township on the list for the Sept. 29 upset sale, said Sean Shamany with Northeast Revenue Service LLC, the private company hired by Luzerne County to run the tax claim office.

Greco and Powell have more in common than being tax delinquents. They also share in the ignominy of being among the 30 people charged in  the ongoing public corruption probe in Luzerne County.

Three other people caught in the investigation owed back taxes. Greco cited his case as a reason for being late with payments.

“I’ve just been busy with the federal charges and busy with business,” he said Tuesday.

Greco, 53, pleaded guilty July 26 in federal court in Scranton to a felony charge of failing to report a crime. A week later he made a $66,576 payment by check, in addition to several earlier online payments, on an outstanding debt totaling more than $188,000.

The payments brought him up to date on properties on North Main and East Market streets. But Greco still owes $59,905 on an office building on East Union Street and $16,133 on another building around the corner on North Main Street.

He pointed out that he is current on his home on Riverside Drive in Wilkes-Barre and “has always paid in advance.”

It’s different with the commercial properties, he added, and those payments are made when the money is available.

Powell disputed that his Big Kahuna Realty LLC is in default and said the building the company owns on Fox Run Road will not be listed for tax sale next month.

The real estate company has been making monthly payments on the $41,246 in back taxes for 2004, 2007 and 2008 under an agreement with the tax claim office, he said, adding,“We plan on making that payment as we have every month,” said Powell.

Shamany said the company made a 25 percent down payment as required by the agreement to settle the outstanding taxes. The remainder of the payments should have been distributed evenly over the year.

“It’s strange to me, it seems to me like his payments were set at $1,000 month,” said Shamany. There was a balloon payment of $23,425 due by July 31 as listed on Northeast Revenue Service’s website. It has not been paid, making the company in default of the agreement. It can be listed for the upset tax sale next month. That can be avoided if the property owner pays up.

“We accept payment right up to the date of sale,” Shamany said.

Property owners who default are further barred from participating in a payment plan.“We don’t give them another agreement for another three years,” said Shamany.

Powell, 50, still owes $18,567 in 2009 taxes on the property, Shamany said. That amount was not part of the payment agreement.

In addition, Powell and his wife, Debra, owe back taxes on his house in Rice Township and a townhouse in Wright Township.

Last year Powell pleaded guilty to failing to report a crime in connection with the alleged kickback scheme involving former judges Michael T. Conahan and Mark A. Ciavarella.

The former judges allegedly received more than $2.6 million in the scheme related to the construction of two juvenile detention centers formerly owned by Powell and for the placement of youths in the facilities.

Conahan pleaded guilty last month to a charge of racketeering conspiracy. Ciavarella is awaiting trial.

paving contracts, the Tahoe, Housing Authority hiring & contractors to School Board nepotism &
sex in our Public-owned schools. There's more , but
where to start.

If the Feds or the AG just focused on one incident of corruption and follow it through, all the others would come to a screaching halt.

Nail the Gerry Tedesco corrupt contract and all will fall into place real fast.

The Tedesco scandle is the lowest hanging fruit for the authorities.

Very sad, this group of people involved in the scandals should be ashamed of themselves instead they are running for public office. Plus I am sure we haven't hear d the whole ruth on the sex scandal. Parents should demand their children be removed from the classrooms of those involved

Those involved are no longer teaching. There is one that was involved that is still with the district but not in a teaching position. You all have the wrong target.

Two, the Cerepkos, were aquited of wrongdoing. The thirds involvement was the coverup by the SD. Yes he is still with the district,but not in a teaching position.

Legally exonerated, yes. But actions speak volumes regarding integrity and leadership abilities. A "look out man" for mayor? I think not.

If you honestly believe that the Cherepkos were on the look out for Collins and DiBatistta and not having the favor returned you are delusion. If they weren't performing the same activities they still were fully aware of what they were covering up. where is their integrity? I just know I am glad my children do not attend that school.

You appear to have inside information; therefore, I tend to believe your story. I believe the following will verify your allegations.

Eventually, someone will request a copy of the Arbitrator's Report. Contrary to public belief this report is public information and can be obtained via the RTK law.

I agree that Mayor Brewster made a question decision with his endorsement. A least 4 years are needed for people to forget.
