Contracts are made to be honored. If the rest of the city workforce has to live in town, so does all of the PD and the City Admin.

"I believe" that the requirement to reside in the City adds some incentive to actually do their job as they too have a stake in the safety of the City as well as the element that occupies them over the mindset of not caring because at the end of their shift, they go somewhere else where those issues and elements have no direct affect on their lives or against their families.

Exactly. Plus they should spend some of their money where they make it. It's good for the local economy and the city. If they want out of this clause, negotiate it at contract time.

What I really don't understand is why the mayor would reward a guy with a big promotion who he knew wasn't living in the city? Am I missing something?
