Not in Act 47 status, but tethering.

Drastic compression of employment of a 40% reduction or to about a ceiling of 100 employees. A lot of functions will be outsourced or eliminated.

State police may augment the City police force. Shared services with smaller adjacent communities.

Fire department will be integrated with a volunteer force and share services with adjacent communities.

Part of the administration and most of the PW functions will be outsourced.

The Mayor elected for 2012 will be a one term Mayor or resign due to frustration and hopeless financial situation.

The Marina and Palisades will be sold at fire sale prices.

No drilling for natural gas on Palkowitz property will occur due to much suppressed natural gas market. There will be an abundance of natural gas worldwide.

Pension and post-retirement benefits slashed as forced by new state laws. This state law will be needed to save the entire state and will be driven by the outrageous teacher union retirement benefits and other government employee benefits.

It is possible that state will force mergers with smaller adjacent communities, Port Vue, Liberty, Lincoln, Glassport, Versailles, East McKeesport, or Dravosburg.

The only thing that can neutralize the above and save the City is the selling MACM, assuming a buyer can raise bonds to finance it. This would only prolong the decline for about 5 years because the politicians will spend it unwisely and quickly and have to pay off $30 million debt.

Recall that the Delta Report said that the deficient will be $20 million over the next 4 years, but the Senator already knew that and bailed out.

If I may add one item to the previous.

It will become obvious that three new elementary schools were not needed due to increased student decline and parents using vouchers to non-public schools. MASD taxpayers will be responsible for over $100 million debt due to the unnecessary building program and old debt. Thank the teachers’ union and administrators for out-foxing the school board on this one. They just wanted reasons and more schools to increase union membership and more administrators

I hope that you are wrong but I fear you may just be prophetic. All of Mckeesport's woes are not Brewster's fault but his utilization of the office for personal and political gain only have left the next Mayor one hell of a mess. He wouldn't file Act 47 or raise property taxes on his watch as that would have crippled his career. The next Mayor will certainly have to reduce expenses (lay-offs, outsourcing), raise property taxes (political suicide) in an effort to avoid the Act 47 Reaper, or at least stave him off for his or her successor.

Don't forget Collins Street, several aren't paying any taxes plus the slum landlord. Plus those doing drugs that have plead guilty to physical offenses. Crime will be the end result.

After the figures are in & we finally face the facts that the last administration has truly bankrupted this city , hopefully better days will come.

Maybe the State will force us back into being a boro , which is what we now are. Then we can get rid of the majority of the political puppets & start over.

Maybe if we elect new leaders with new ideas instead of putting the same old politicians with the same failed policies of the past 8 years back in office! I thought the saying was if it aint broke dont fix it, not its busted, but who cares we got money from the government!

McKeesport thrives off government funding, large city welfare checks.

Code enforcement will be very busy in McKeesport. See the news: Channels 4 and channel 11, McKeesport building problem on Shaw.

Serious issues will be high wind gust coupled with heavy rainfall. Quantities of rain and wind gust are more than in past years. The city is falling by various means of natural proportions.

Sliding hillsides are another problem, as are the bricks, cement breaking down. Water damage is devastating, more rain is coming with stronger rain downfalls. Keep watch of the local news stations.

Schools are owing major taxes, now over $500,000 to U.S.S. Steel. MASD is in for a hardship with continued taxes refunds owed.

Gas prices are also adding to the hardship and difficulties. Most businesses are up to $3.85 a gallon average now, quickly rising. For those that drink and smoke also, will cause additional problems financially.

Court cases will be adding to state and county expenses. Major shocks to the system expected. Goverment cuts will continue to effect the city, have only began. Major difficulties for many people are expected due to many devastating factors.

Signifcant staff reductions due to consolidation of municipalities.

Possible mergers of McKeeport, East McKeeport, N. Versallies, S. Versaillies, Versaillies, White Oak Liberty Boro, Lincoln Boro, and Port Vue.

Something to be said about united we survive or divided we go Act 47.

The public will scream but the State will prevail. Eight mayors and eight councils reduced to one.

These nine muncipalities will become one school district with regional high schools.

Other than the state police augmenting the city force, don't belive this will happen because of MONEY and if it does response time will be 45 minutes to an hour, the remainder of this prediction though bleak is bullseye.

The city finanical landscape has changed. With the sale of the collection system to MACM, the city has a $24 million windfall.

There will be no finanical problems until after council blows the $24 million.

Isn't that just sort of moving money around, like a shell game? I mean the MACM is an extension of the city is it not? In either event, they'll blow through the money just like Brewster burned through the bond he floated that we now have nothing but debt payments to show for.
