Entire narcotics unit in McKeesport named in pay scam

Seven McKeesport police officers suspended after city officials said they bilked the city of unearned overtime pay included two lieutenants and all four members of the department's narcotics unit.

Two weeks ago, after Chief Joe Pero said he discovered that the officers were billing the city for court appearances they never made, the seven were suspended without pay.

Officials declined to identify the officers involved, but sources familiar with the investigation said the group suspended included the lieutnenant and three detectives who constituted the narcotics unit, in addition to another detective, another lieutenant and a patrolman. All were reassigned.

The four in the narcotics squad also were members of the District Attorney's Narcotics Enforcement Team, a county-wide task force that includes members of local police departments and investigators from the district attorney's office.

Mike Manko, a spokesman for the district attorney's office, confirmed that some of the suspended officers had connections to DANET.

now im no lawyer,but say one of the narco agents busted up a drug ring, wouldnt that hurt their case? if you turn the trial to make the cops look dirty wouldnt that sway the jury and judge, cause lets be real if the police lie about tax payer overtime then they would definitaly lie aboutdrug money, evidence and so on.

Who knows how many times they took advantage of situations. This is old news so I do not foresee any action taking place in regards to this.

Does the magistrate for a certain Mob Valley town still run a video poker machine parlor. Maybe he sells the drugs confiscated when the narc squad makes an arrest. Wait till th Mexican Cartels find out the narc squad is stepping on their toes.

This is the way things are done in the Mob Valley. I remember a few years back there was a shooting, an informant was murdered, and a narcotics detective was rumored to have been involved in either shooting the man or having him shot. He was supposed to be 'meeting' this officer. There was a thread about it but I cannot locate it now. It may have been removed. Reading the thread and the newspaper accounts of the shooting left many unanswered questions in my mind and caused me to doubt the professionalism of some of the officers in the narcotics unit.

A former mayor suspended seven officers a total of 28 days for this MPD overtime administration allegation. This was reported by the news media.

Later the former mayor said nothing was taken and the investigation seemed to end in the DA's hands inferring that there were no misdeeds.

It is plausible that the DA determined a fair and legal disposition, but also is it plausible that the former mayor opted not to reveal or implement the DA’s findings?

The mysterious part of this is that seven officers, due to suspensions, lost a total of 28 days pay. A former mayor said they took nothing, but none of the officers or the union attempted to recover the pay lost during these suspensions FOR DOING NOTHING WRONG. It’s a relative of the former mayor involved with the Teamsters Union?

What is wrong with this picture?

The DA protects McKeesport, with a former chief of McKeesport part of the FBI in Pittsburgh. The network is similar to the Penn State scandal cover up. It's similar to padding each other with favors to cheat the public. The DA actually said they would not investigate unless the former mayor James Brewster asked. He is not going to ask, to cover it all up. Hindsight is, he never asked. Brewster had to suspend them because the police chief Pero had found the officers out. It's all a little process to do the expected, but to no punishment for wrongdoing. No one was punished, all officers received back pay.

The scam extended to the Pennsylvania Office of Open Records. John Jason Elash kept records from newspaper writer Moriah Balingit. The judge found against the city of McKeesport. All claims for public information are on the site as public record. The most important called on information was refused her.

Senator Brewster promised to give public the records and results. No one even knows anything to date now several years later. Brewster lied to everyone. He'll lie for you, then to you when convenient. Even those of you he may do or has done favors for.

Elash attorneys are waiting for a judge that favors them. Reason for more postponements as special treatment. No average citizen is ever allowed that many postponements. It's another scam to the public and a judicial abuse.

Jim Deeghan, Former Vermont Cop, Accused Of Writing 973 Fake Tickets

Jim Deeghan, a former sergeant with the Vermont State Police, is arraigned in Vermont Superior Court in Burlington Vt. on Friday, July 13, 2012.

The tickets were fake, but the payoff was real.

Former Vermont State Police Sgt. Jim Deeghan is accused of writing 973 traffic tickets over the course of 12 years that were never given to any motorists, according to the Burlington Free Press.

Deeghan allegedly of padded his time sheets in an effort to bilk state tax payers out of $139,332 of overtime pay.
State Attorney T.J. Donovan declined to say whether the 973 tickets were used to create a paper trail that would justify his overtime hours.

News of Deeghan's alleged timesheet fraud was first announced in July.
State Police Colonel Thomas L’Esperance made his disappointment clear.
“He betrayed his badge, his core values,” L’Esperance told VermontDigger.org at the time.

USA Today reports that Deeghan also allegedly reported responding to two car crashes and a false alarm that never occurred.

The criminal investigation into the former state police officer is still ongoing.

Perhaps the DA completed his job professionally and then provided a former mayor with the results of his investigation and needed City administration to file charges?

Moriah Balingit, publisher of a local newspaper requested the results. Moriah used Pennsylvania Rights To Know laws to get the information.

She had to file against McKeesport as the request went ignored. Elash was in charge, named in the online public documentation. The city lost, but failed to send the most important parts of the Information. It was a struggle to get the portions of information McKeesport did release.

She may have had to enforce the judgment in the Pittsburgh court system.

Some simple questions with answers from the former mayor may clear things up a little. Truth and transparency are fundamental to the integrity and spirit of McKeesport Pride.

Did the DA do any investigation at all into the matter? Elash gave the DA the results of the auditor's investigation of the O/T records and court attendance records. The purpose of this audit was to match up O/T times and dates with alleged court attendance records. If the City (Elash) forwarded an audit report to the DA is that not tantamount to a request by the City for help and an investigation?

Did the DA complete the investigation and forward the results to then mayor Brewster? If the DA provided investigative results to the City, what is the reason the former mayor Brewster’s did not share this information with Council and the public?

The former mayor said nothing was missing but gives the officers a total of 28 days off without pay. Why was the union quiet about this? If nothing was askew then why did the mayor not reimburse these officers for the erroneous allegations? Why didn’t the union demand that the officers by reimbursed by the City?

Moriah and hes publisher should use the full force of the RTKL to obtain a copy of the DA's report or establish that no report exists.

The Post-Gazette needs permission from the Zappala Crime Family to publish certain stories. This is probably one of them. The editorial staff of the PG knows they are permitted to push only so far. The teamsters union which has always been controlled by the Genevese Family could shut down the PG at a moments notice. Former mob boss Mike Genevese's adopted son is a driver for the PG.
