Not to be a pessimist, but doesnt council approve all bills?

Why is this spending going on and who's job is it to call bills out that look fishy and demand to know where this money is going?

It would be like having a checking account ( as we all do ) and you have to live within your means.

If you only have 10 bucks in the bank, you cant afford to write out a check for 20 bucks.

Why isnt council looking over these bills and questioning them? What do they do for their $333.00 a month stipend?

Seems like they lose their arguments month after month, why is that? Who's in charge?

This is what elected officials do, ask questions about bills and OK them if it's legit, and say NO to ones that arent??

You can place blame on the mayor, solicitor, boro manager, etc, but place blame on the council that approves this wreckless spending.

We all know that sometimes in our life that we say ,"Nope, we cant afford that".......And, "We have to do without".........?

Where can cuts be made to meet the budget?

Seems like other boroughs and townships elected officials comb through bills on their own time ( at home ) not just a few hours a month at workshops and regular monthly meetings.

Final question would be who is responsible for the careless spending if council votes to OK all the bills?

I know ! Lets go back to the mayor maing 70K a year and solicitor who makes $75 hour when some towns pay upward of $120 a hour for a solicitor?

I see a councilman and a school board member were indicted, why are they still in office?? OH! And also the minutes of the council meetings are lagging behind, the latest minutes are from July of 2013, where are Aug, Sept minutes they arent on the website for us tax payer to see????? Who isnt doing their job?
Anyone?

By the way, at the July council meeting no one was in the audience to ask questions, why is that?

Raising taxes are the easiest solutions and trust me we are going to do just that next year. Unless we get the right people in office that demand answers and go over bills with a fine tooth comb is an elected officials job,not just a few hours a month meeting together to have coffee and conversation for $333.00 a month

Now back to the DUI solicitor and the mayor's shading dealings..........carry on folks.........BUT remember it's a team effort and you have to point fingers at the people who let this wreckless spending to go for years and years.

Been there ,done that!

Well the ones I see fit to blame are not the idiots in city hall or council, I would blame the stupid Voters that insist on backing Mr. Brewster and his Band of Puppets. In time they will bleed the Sewage Athourity. The easiest way to save money is stop buying out people that know your doings, and stop hiring people for created jobs just because they are FAMILY OR FRIENDS !!!!!!!!!

The damage is done, I do blame the voters for NOT attending meetings and let this council spend wrecklessly......If you dont attend meetings these spending habits will continue. If no tax payers come to meetings it should tell all people running the town no one cares. I really think they dont care, where is the outrage from the tax payer? If you voted ,it doesnt stop there..........you have to attend meetings and ask questions......but keep doing what you do and let them take advantage of all you voters that voted them in.

Your obligations dont stop at the voting booth....all fools think that!
Get involved with the process by attending meetings and ask the tough questions....if not be prepared to bend over and get it hard, long and dry !

Who's on the ballot? Always McKeesport mayoral supported and convinced friends, including business owners. No one is knocking down doors to represent a depressed city but those connected learning how to use it for self gain. No one is on the ballot for choices worthwhile voting. The results are low voter turnout and residents stuck with the limited choices.

You simply cannot get productive voting with a limited base of choices. Whom do you propose? Paul Shelly? He couldn't even say anything to defend himself face to face to McKeesport city hall employees, much less stand up to them!

Paul will do what if voted in? Start supporting Libertarian beliefs on a limited basis with many missed council meetings? McKeesport is very limited in choices, leaving Brewsters bunch as the only available choices. Paul's no choice worth voting for, too cowardly with limited appearances to support the public. Besides, he has less brain cells from doing drugs.

the council meeting halls are empty they have been for a long time, its like a ghost town with a few players in place...
where are all the mouths in here spouting off at meeting night?

the podium is yours, step right up, its your right, your town and your constitutional right to speak out against these thugs that took the city down right out from the tax payers noses?

Where are the tax payers now that the town is broke financially and emotionally?

anyone?

anyone at all?

Authority gain is McKeesport's loss, official says

By Jonathan Barnes
McKeesport lost more than $1 million by accepting an early payment on a loan the city made to the Municipal Authority of the City of McKeesport, city controller Ray Malinchak said.
City council voted in August to accept an early payment of $24.5 million from the sewer authority, saving the authority more than $1 million it would have paid in interest to the city. Advisers said at the time that the city could make up for the lost interest monies by using some of the money to make payments on its own loans and by investing the rest.
The city did use $10 million of the money to prepay some of its own debt, and it put $100,000 toward last year's budget and $500,000 toward this year's budget. But the lost interest payments cannot be recouped through investing the approximately $14 million left because no interest rate available to the city is comparable to the 4 percent interest that was being paid on the loan.
Mr. Malinchak, who has criticized the prepayment deal since it was approved Aug. 3, said the city wasn't obligated to accept the early payment and it should take action now to remedy the matter.
"The city ought to go out and get special counsel, outside of the county, and look into the possibility of a legal remedy. McKeesport should ask the authority for $1 million -- the full amount we lost in interest -- as part of a prepayment penalty," Mr. Malinchak said.
City solicitor Jason Elash, however, recently echoed Mayor Mike Cherepko's assertion that the city had to accept the prepayment of the loan.
"There was no provision in there to prohibit [the authority] from prepaying the loan," Mr. Elash said.
But Mr. Malinchak said that, according to a legal rule known as the "perfect tender in time rule," when loan documents are silent on the issue of prepayment, the borrower may not be permitted to make prepayments of the loan. The rule applies to borrowers who promise to repay loans in installments at specified times or at a specified date. It means that borrowers have no right to compel a creditor to accept prepayment because they are bound by the payment dates in the loan, he said.

Transaction fees helped McKeesport deplete funds, while politicians pocketed the money. Segina was never the problem.

Where are the scrap metal records, we need to see them to know where the money went. Mike Cherepko and John Jason Elash want to show McKeesport how not keeping records hurts the AG.

Then, Segina is the blame and threatened.

'We're trying to make a comeback,' Mon Valley mayor ...- WTAE
May 29, 2013 - Rick Saccone, R-39th District, said constituents all across the state voice the same concerns.

Cherepko said, "Will Fifth Avenue be the way it used to, with shoulder-to-shoulder businesses? The reality of that is no."

(Until the recent crisis, the McKeesport plan was to remain depressed to receive government handout money. Since the handout begging failed, they need to harass McKeesport council president Daryl Segina. They have to do something themselves. The flyover ramp, not plural is graded improperly. Several large businesses pulled out after it was made. The properties are part of a corrupt area.)

(Letting McKeesport city solicitor John Jason Elash do whatever he wants is harmful to McKeesport.)

"When I go to Harrisburg and I talk to everyone about the depressed state of the Mon Valley, the rest of the state says,'We're depressed too. Why should we fund you?'" Saccone said.

No specific plans of funding were outlined at the hearing on Wednesday.
