On the first day for candidates to circulate and file petitions for the May 17 primary, controversy continues over what the city council president calls "a relatively minor issue" of who should head the McKeesport city law department.

The controversy covers various ways to interpret the city Home Rule Charter.
In a memo made public over the weekend, city controller Raymond Malinchak said he may hire a lawyer to investigate J. Jason Elash, who was fired Dec. 31 as city attorney by Mayor Regis T. McLaughlin. Malinchak is alleging "a multitude of very troublesome and questionable matters" involving Elash, who is backed by council president Michael Cherepko and three of six other city councilors.
"These range from misrepresentation of the number of vehicles insured (to) disinterest by the former city solicitor to file a $30,000 deed transfer tax lien," Malinchak wrote to Cherepko and other officials. Cherepko said Malinchak would need council's approval to hire any staff. He also decried how "certain individuals are so willing to shine a negative light on this city and to give this city a black eye for their own political interests."
Cherepko, McLaughlin and Councilors Darryl Segina and Alfred J. Tedesco Jr. are announced candidates for mayor, while Malinchak is expected to join them in the contest.

Malinchak also called for council "to include immediately a provision in every agreement, contract, or covenant to certify that every vendor is in good standing with respect to their taxes and fee obligations for their respective county and municipality."
Elash said he believes that refers to a discussion of limiting contracts to one year that has gone on since the Brewster years. Some suggest Elash may be a direct target, but the McKeesport attorney said, in his case, "if there is anything unpaid, I would certainly pay it."

McLaughlin called "stupid" council's decision to pull three bills off this month's agenda dealing with Elash, McLaughlin's own choice of the Weiss law firm working with McKeesport attorney Bert M. Moldovan, and a reopening of the city budget.
"The budget amendment was part of the whole agreement between Mr. Weiss and Mr. Elash," Cherepko said.

Pulling the three bills was stupid, it was to buy time to allow Cherepko full control over citizens in McKeesport! This tabling paved the way for Elash and the city to play with the process allowing Elash as the only solicitor possibility. Worked, didn't it? Yes.
The mayor still opposes the latter action.
"I'm trying to save money for the city," McLaughlin said. "They're trying to give their friend a job."

The city is robbed by Elash and Cherepko responded the reduced rate. It's a lie just like when they promise to return phone calls to the public. Transparency is the worst lie with his upset rampage about the public receiving the Delta Report and newspapers.
McKeesport is the worst if corruption is allegedly a problem in other towns like McKeesport. McKeesport has larger covered up problems that a portion of the public including insiders are aware. Just because no one seen the indictments for illegal gambling didn't indicate nothing was in process.
McKeesport has a lot more skeletons in the closet that hopefully are revealed soon. More of the 16 indicted magistrate cases are upcoming. We're on McKeesport Topix, without a eye on other places and cities. Staying on topic doesn't include any concern for other places except how the situation punishments may occur: mayor severely punished by law and judges orders etc.

McKeesport is by far the worst with diminishing businesses, increased abandoned houses and deteriorating tax base. Crime increases in the town of McKeesport with more HUD projects for living. The robberies in White Oak are quite close to Haler Heights aka Pill Hill. I'd say less doctors even live in McKeesport but Haler Heights is more a political haven.
95% of McKeesport is deteriorating houses with numerous abandoned houses. Haler Heights isn't enough to keep a city sustained with dirty politics. The McKeesport corruption with McKeesport police ties included as indicted for illegal gambling takes all at this stage of city deterioration.

Councilman Richard Dellapenna joined Segina and Tedesco as a minority faction on council.
"We've hired Mr. Elash as special counsel at the reduced rate," Cherepko said. "Mr. Elash has offered to handle any and all solicitor duties at the same rate."
That rate is $3,333.33 a month, as listed in one of the pulled bills, compared to $5,000 a month listed in another pulled bill for Weiss and Moldovan.
Elash also disputed reports about what his salary had been, that a $180,000 figure mentioned in some places referred to the entire law department budget.
"He was a city employee," McLaughlin said. "He got benefits. He got hospitalization. He paid into a pension plan."
Malinchak also released to The Daily News copies of a letter Elash sent to Weiss and a memo to Malinchak and other officials.
"Council is very disappointed the deal we had reached with Weiss and Moldovan was not consummated," Elash wrote in the memo after the Feb. 2 city council meeting.
"I received a letter from Mr. Elash representing himself to be attorney for city council," Weiss said. "I did not feel it appropriate to respond to that."
Malinchak agreed.
"Attorney Elash's access to city offices, services or resources should be no different than those available to any McKeesport resident," the controller wrote. "To the best of my knowledge, a former city solicitor is not granted any special privileges."
Elash wrote in his memo that he invited Weiss to an interview. In the letter dated Feb. 7 he said he was writing in his capacity as counsel for city council.
Weiss said he and Moldovan have had no discussions with the city since Feb. 2. He expressed concern about the lack of designated counsel for a city as large as McKeesport, with the issues it faces. "It is important that the city reaches some accommodation," Weiss said. Citing the charter, McLaughlin named Weiss and Moldovan to serve from Dec. 31 to Jan. 30.
Elash said, "it does not apply to the solicitor's position in this case."

Under a precedent revived recently by council, appointments to boards and commissions must be given in advance so that candidates can be interviewed by council.

McLaughlin did not rule out resubmitting Weiss and Moldovan to council March 2, though the earlier 30-day option no longer exists and council would have to approve the appointment.
Malinchak wrote that he made but Elash disregarded a June 2005 request to seek a lien to cover a 1.5 percent transfer tax owed but never paid by investor Regis Possino when he bought the Peoples Building.

Influence from McKeesport city hall can be purchased according to the wiretap on the McKeesport illegal gambling ring with 16 indictments. Influence can be bought in McKeesport, Elash proves it.

Possino's Strong Partners bought the building from the Redevelopment Authority of the City of McKeesport for $600,000, then sold it for $2 million to Geneva Equities, another company in which Possino was an investor. The building since has passed through other owners to Lin and Lily Lum of New York.

Hey, we found money that doesn't go to debater James (rooster) Brewster! It's the 1.5 tax owed for by the former owner of the People's Building that reads Discover McKeesport after you already see how torn down and delapitated McKeesport is.

The money is owed to the city to benefit the town residents. You won't collect that at city hall, because it would benefit others than charities like Salvation Army that use all the money received to pay themselves aka operational cost. No kickback from underhanded charities to return money back under the table. Who's to say the illegal gambling doesn't stop drugs. If they will lie and collect money illegally against the public one way, why not another illegal way also?

McKeesport is kept repressed on purpose by the city officials to collect government funding. Drugs aren't found as apparent all over McKeesport because it helps the repression. If they caught all the residents in McKeesport on drugs, no HUD or government funding would be forthcoming. The projects would be diminished which brings in the government money to the political gang in the city hall of McKeesport.

The Lums have a huge tax write off at McKeesport progress limitation. The people's building is a bad name for the building, because its more a tax write off former the Lums without any benefit to citizens or any progress of McKeesport. Keeping 15132 repressed is the McKeesport city halls political prime objective.

Elash wasn't going to tell anyone he was drunk driving, proving John Elash will hide the truth. John Elash is once again the McKeesport Pennsylvania city solicitor. 16 illegal gambling indictments were recently handed out in McKeesport. McKeesport covered up a McKeesport police pay scam the former police chief reported before retiring.

The officer on scene heard John Elash admit to paramedics he'd been drinking! The officer on the scene smelled alchohol on John Elash breath on the scene! He also reported to the McKeesport PA police chief the findings. The McKeesport police chief then told the news icy patches were on the road as the reason. DUI over twice the legal limit for Elash proved to be the reason for the Cadillac SUV crash of John J. Elash. McKeesport is a cover up city, like a Sandusky Pennsylvania State replay. McKeesport has school administration troubles, with a charged dad and son for child pornography on school computers!

A city councilman, a police chief and 14 other people have been charged in connection with an alleged video gambling ring operating in and around the McKeesport area, Attorney General Kathleen Kane announced Thursday.

Police said they seized more than 300 video gambling machines from about 70 locations around McKeesport in the monthslong investigation. Authorities also seized more than $1 million in cash.

If they didn't care they wouldn't respond. Don't fall for this constant responses by city workers on and off the clock claiming they don't care.

As long as they respond, it's a sore spot. They usually retaliate, but Elash is on probation from reduced charges currently. If he lost his job, would he try to hit the lottery like his ex? Probably used her for money until it was gone no doubt.

By the end of 2010, less than 20,000 would remain. Of those, a little over 18% of families and 23% of the population live below the poverty line, including 36% of those under the age of 18.

At one time, McKeesport was the fastest growing municipality in America. Families arrived from Russia, Poland, Germany, etc. to work for the National Tube Company. The company, which had, by then, been purchased by U.S. Steel, closed its doors for good in the 1980s, along with so many other Mon Valley factories.

Like so many of the Pittsburgh "satellite" cities (Aliquippa, Clairton, Homestead etc.), McKeesport was a world unto itself, even though Pittsburgh was just down the road.

Its' own pockets of notoriety, such as Brick Alley, which apparently held such elite world-wide status as an area of ill-repute, that the local authorities, while not condoning it, accepted its existence for a large span of time.

(Like illegal gambling in McKeesport, the McKeesport Pay Scam the former chief reported, and wiretap calls to illegal gambling ring leaders like Ronald Melocchi involving police the mayor Cherepko in McKeesport, it was condoned. Otherwise, such a place would have been closed down. The entire Mon Valley is corrupt, which includes all Allegheny County.)

McKeesport's was still largely filled with businesses and families, when the bottom began to fall out in the 1970s, and by the dawn of the 80s, a mass exodus had begun. The work was largely gone; businesses were closing; and the working wage necessary to support a family could no longer be had. Life in the Mon Valley, as it had been known for decades, was effectively over.
