The Controller does not have the responsibility or authority to enforce the City residency statute.

City Administrator Matt Gergely or his pay roll clerk has access to the confidential files for each employee that lists their official address and tax withhold information for federal, state, and local taxes purposes. Therefore, Mr. Gergely is responsible for notifying the mayor of any residency requirement violations.

The Controller does have access to this confidential information.

Mayor Cherepko has the duty, responsibility, authority to enforce the applicable local statue pertaining to residency requirements per the following section of the HRC.

§ 13.7-709. Powers, Duties and Authority of Mayor.

The Mayor shall have the following specific powers, duties and authority:

(4) He shall have the duty to enforce the ordinances and regulations of the City.

Mr Ray Malinchak has a closet if files that if found out, McKeesport would go under immediately. I think McKeesport is in worse shape if the rid of him. The next time Ray is removed from a city hall meeting in the back of the McKeesport police department building he should just bring the files out and go postal, so to speak.

I'd trust Ray Malinchak long before The Daily News or Brewster whom commands them what to write or omit from the newspaper.

A [no peeping ordinance] was left out of the idea staff files from the old Cornell School sex scandal court files. Peeping would be NEGATIVITY.

Peeping and corruption are only illegal and negative when exposed.

Which controller are you referring to? Pittman has NEVER lived in McKeesport. I don't care who he shacked up with at any time. He didn't own a house here when he was married 'way back when (or didn't you know that?)

The first controller I remember was Jim Humanic. Did he own a house in town AND live in it?

Great questions! Controller only makes known false allegations against those that don't support him. Pittman did, once he helped Mclaughlin and wanted to run things, turn on Brewster. Pittman was nice guy. Not loyal and only gripe was he didn't run things

Mr. Humanic was never the City Controller. He was the appointed City Administrator who once lived in the aristocratic Haler Heights compound and then moved out the City.

He is now a very high paid MASD administrator and does not live in MASD to the best of my knowledge.

But the controller has the duty to be the watchdog of the city. If aspects of the HRC residency requirement are being violated he should be making it public or not authorizing the checks to be issued to these employees.

How can the controller make anything public that he is not privy to or authorized to review?

Once Council authorizes employees' salaries with approval of the annual budget, the controller is compelled to sign their pay checks.

The controller attempted at Council meetings to initiate audits for the IV, Marina and Palisades but Council neglected to act and the Daily News neglected to report such.

The Controller is the fiscal watchdog of the city. It falls on the Mayor, City Administrator and department heads as to know where the employees reside, not he. Now it looks like there may be an endorsed Controller candidate who does not live in the city. Priceless.

The peeper mayor truly lives in White Oak while he builds his house. Take Porky illegal gambling cut money off the list of new house materials as payment. I think the peeper wants peepholes for every new room still, donated by the Cornell teacher for the extra money deal made. Yea, the male teacher having sex in a classroom was rewarded. It's McKeesport.

I think Ray has some hanging skeletons he bought at the Halloween store in his closet. One has the name Brewster with a target on it.

The MDC endorsed candidate Mr. Walsh is a very generous contributor to Brewster and Cherepko.

He sleeps each night at his daughter's and son-in-law's home outside of the City.

He already has one elected position as constable.

He already has one appointed position on the RDCM board.

What greed just like the elected officials who constantly shake down the Porkster.

Two official positions are not enough for Harry, he wants three like his puppet master Brewster.

I think that AG Kane and the State Police have a large skeleton closet that will soon be opened to release those dreaded indictment skeletons with a few known name tags.

Tis is the season for dragons, skeletons, witches, and warlocks. What witch's brew are the authorities heating up this Halloween season to be served on an indictment plate?

It seems like the warlock and witch hunters have found a lucrative hunting ground in SW PA.

Stay tuned and keep your broom stick handy and fueled up if you have to get out of town fast.

Brewster, Cherepko and the rest of their ilk must be getting tired of him embarrassing them by exposing their missteps. I concur.
