Another Grand Jury probe into some dubious affairs in our beloved City. Now the feds are inquiring?

Cherepko nor Elash never told anyone about the $60,000 salary for the inexperienced CD Director when the reduced the salary of the previous CD Director.

And then Mayor Brewster, never told anyone about the contents of the MPD overtime scandal investigation by the DA and what he did with it and why?

So much for City transparency, Love, Hope, Dignity, and Respect but a lot for secrecy and negativity.

How can this be old news when it has been veiled in a blanket of secrecy for some time?

The gambling episodes are just simmering. They have not reached boiling point yet. Much more new revelations to come. The John Q Public tippers has not weighed in yet.

Nope, no law broken if they reported it on their annual financial disclosure reports. The reports are public information and the City Clerk is required by law to have them on file for your review.

What ever the legal sources of the money might be, they have to report it if it exceeds a certain amount.

Ask Attorney Gobel how he got nailed for trying to back date some of the reports. They fined him. It is up on the internet on the State Ethics Commission website.

If someone like the State AG and State Police with their wiretaps and confidential informants are able to prove that someone received illegal fees or kickbacks, then how this illegal money was spent is not the primary issue.

Do not forget that a former PW Director hand delivered the monthly payments to Nickolich as he admitted at a council meeting when questioned by Councilman McCall. Apparently, the City and Nickolich do not trust the UP Postal Service?

The PW Director said he was ordered by Mayor Brewster to hand deliver the check. Why would a high paid director be ordered to be a deliver boy all the way to Clairton?

Looks like Nickolich was given the green light to bid low based on tonnage and recoup his losses by overcharging then kicking back a cash payment to Brewster when the check was given to Nickolich. Why else would an employee be expected to deliver a vendor check.

Can anyone else describe a similar situation where a municipal government hand delivers a check to a vendor?

Who is or was the McKeesport employee who hand delivered the check?

1105. Statement of financial interests

(a) Form.--The statement of financial interests filed pursuant to this chapter shall be on a form prescribed by the commission. (5)The name and address of any direct or indirect source of income totaling in the aggregate $1,300 or more. However, this provision shall not be construed to require the divulgence of confidential information protected by statute or existing professional codes of ethics or common law privileges.

(6) The name and address of the source and the amount of any gift or gifts valued in the aggregate at $250 or more and the circumstances of each gift. This paragraph shall not apply to a gift or gifts received from a spouse, parent, parent by marriage, sibling, child, grandchild, other family member or friend when the circumstances make it clear that the motivation for the action was a personal or family relationship. However, for the purposes of this paragraph, the term "friend" shall not include a registered lobbyist or an employee of a registered lobbyist.

(7) The name and address of the source and the amount of any payment for or reimbursement of actual expenses for transportation and lodging or hospitality received in connection with public office or employment where such actual expenses for transportation and lodging or hospitality exceed $650 in an aggregate amount per year. This paragraph shall not apply to expenses reimbursed by a governmental body or to expenses reimbursed by an organization or association of public officials or employees of political subdivisions which the public official or employee serves in an official capacity.

(8) Any office, directorship or employment of any nature whatsoever in any business entity.

(9) Any financial interest in any legal entity engaged in business for profit.

(10)The identity of any financial interest in a business with which the reporting person is or has been associated in the preceding calendar year which has been transferred to a member of the reporting person's immediate family.

(c) Reporting amounts.--Except where an amount is required to be reported pursuant to subsection (b)(6) and (7), the statement of financial interests need not include specific amounts for the items required to be listed.

(d) Cost-of-living adjustments.--On a biennial basis the commission shall review the dollar amounts set forth in this section and may increase these amounts to such rates as are deemed reasonable for assuring appropriate disclosure. The commission shall publish any such adjusted threshold amounts in the Pennsylvania Bulletin.

I get it clearly. Any elected official can spend his income any way on any thing he wishes. Pro football tickets, sports betting, etc.

However, if he or she receive any gifts or gratuities that exceeds the Financial Disclosure Form guideline or exceptions, it must be reported. Now what is that I do not get?

If M&T gave him tickets and paid for lodging and transportation, he must report it if it exceeded the monetary thresh holds.

I know it is too simple for you to accept and understand.

It was the former Public Works Director who is the Chairman of the MACM. His name was mentioned in todays PG, front page article.

Mike and his puppet council gave the Public Works Director over $20,000 to retire which is unprecedented. Why?

The only other municipal government to hand deliver checks would be a Mayor that was a clone of Senator Brewster.

The spin doctors will say that they though the Mr. Nickovich was an non-profit charitable institution that needed the money immediately. I apologize for prewriting the story for the local news.
