According to what it says in the audit, it is my understanding the $65,274 the Sheriff owes the Fiscal Court for calendar year 2011, and the $212,641 the Sheriff owes the Fiscal Court for calendar year 2012 went to provide payroll for the Sheriff's employees for their services due to the Sheriff being unable to provide this payment himself.

LOL, my best guess would be that is there IS INDEED a paper trail and check trail...that would explain how the auditors were able to figure it out. G'night :)

Duke that is my thoughts exactly i can not understand why or how the fisacal court or Big O let it get so bad out of hand there is more to it than that.And am i wrong but didnt William O state in a earlier report when the leins was files on the county by the IRS that half of that had been paid an the remaining ballance do in june.IF so doesnt that make him have lied during the special meeting tuesday when he said the county still owed the whole amount of the bill I think there is alot of crap being hide an that here was a reason that they let this get out of hand. i to think the whole county needs investagated

How much is the whole amount of the bill the county still owes? Did Judge Smith state the monetary amount of the "whole bill" during the special meeting you all attended on Tuesday?

I think Judge Smith has already given an explanation concerning the $500,000 in loans. I am pretty sure if someone just paid attention to him they might have heard him say "they need the money because of a REVENUE SHORTFALL experienced by the county for a number of reasons." Try to envision Peyman's $277,915 debt, a decrease in coal severence taxes, etc... These kind of things create a REVENUE SHORTFALL in government.

REVENUE -

the income of a government from taxation, excise duties, customs, or other sources, appropriated to the payment of the public expenses.

an amount of money regularly coming in.

SHORTFALL -

a deficit of something required or expected:
they are facing an expected $250,000 shortfall in revenue

Now, let's picture these two scenarios...

(Scenario #1) Dennis' paycheck in the amount of $1000 is put into his checking account via direct deposit weekly. Dennis has a checking account balance of $50,000. Dennis goes out and writes a check for a $75,000 new Corvette. Dennis now has a $25,000 DEFICIT and if Dennis does not pay back his DEBT Dennis might end up in jail.

(Scenario #2) Bill's paycheck in the amount of $1000 is put into his checking account via direct deposit weekly. Bill calls the bank on January 1st and finds out he has a checking account balance of $50,000. Bill now signs a contract agreeing to write a check for $58,000 for a used Corvette exactly 8 weeks in the future. However, 8 weeks later, the bank calls Bill just before he writes the check and tells him his employer is having financial difficulties and has not depositied anything into Bill's account since January 1st. Bill now has a REVENUE SHORTFALL in the amount of $8,000 due to no fault of his own.

Bill did not steal $8,000. Bill did not overspend $8,000. Bill did not waste $8,000. Bill did not spend $8,000 on something else he shouldn't have spent it on. However, Bill still needs to pay the $58,000 on the Corvette he committed himself to when he signed that contract. Due to Bill's REVENUE SHORTFALL which was no fault of his own, Bill now needs to borrow $8,000 to cover his REVENUE SHORTFALL. Bill may even need to borrow a little bit more to purchase gas, insurance, etc... for the Corvette until his employer starts depositing money into his checking account again. I actually feel a bit sympathetic toward Bill, especially since Bill has to explain the whole thing over and over to everyone at the car lot and some of them are now calling him a cheat who should have his driver's license revoked, etc... LOL!

In case anyone still hasn't caught on...I am pretty sure Judge Smith's REVENUE SHORTFALL situation is similar to Scenario #2. However, I do agree with Duke Snider, it wouldn't hurt a single thing for someone to come in and investigate the entire county.

Yes he sure did and if you will read in the Times it also states that it was in excess of 300,000 . And this after he made the stament in the paper after he made the order of the new ploice dept. That there was a balance of 170,000 som odd dollars still owed an would be paid by the end of the fisacal year that would be the 6 month correct.So then you take the extra revune that the clerks office accumlated of 63,000 that leaves a ballance of 110,000 to pay the IRS. That he stated would have been paid by june any way so it makes no sense why they want to borrow money to pay a bill that was already do to be paid. And to add 21,000 a month to an already struggling budget per month does not make a bit of sense.If the county cant stand the money that is short now wich diveded into the (19)mnths it took place of being spent comes to 15,157.00 a month.If cant afford the 15,157.00 now how can we afford 21,000 next month Cause he doe bumped the taxes in the county to allegedly pay this an create revune.And if they would stop spending money they dont need to such as 1800.00 for spaid an nutering animals in another county we prob. wont a such a budget prob.

It is so simple to see what's going on around the courthouse, jail and the whole mess.
There were too many jobs promised in exchange for votes. Have anyone of you tried finding a parking place around the city during a non- holiday week day? I hate to see anyone being in the unemployment line but friends I am here to inform each, every office up there is over-staffed and just notice if you are in the city limits for your bussiness, please notice the ones sitting around with hugh payroll sitting around doing their nails, showing family photos or standing around smoking and often times there will be some just walking around the courthouse wanting to seem busy.
Maybe you're want to even go to Judicial offices and see what type of security there will be at the door checking to see if one brought their cigarettes into the building.
The plan was to become a big-time city with funds to operate this big time city just not coming in to operate on. So, the only thing left to do now is to admit there were mistakes made and re-do the plans or try to have the state take over (if possible) to see if Humpity Dumpity can be put back together again.
I for one CANNOT figure out why the cruisers were repainted and stripped. Was thid done to give someone a job or was this task performed only in trying to have our sheriff upset? We need answers and it seems we need them quick. It seems they all want to blame one another and doesn't this have to tell us they all had a hand in getting the city/county in the mess we are in.
Again, I hate to see it happen but pay-roll is going to have to be cut back to get the citizens out of the mess all the politicians have placed each of us in only for the sucessful attempt in padding their own pockets.
If I was a betting person, My bet would be placed this subject won't be posted as they don't want the truth to be known and if it should be posted, we'll see the amount of time we'll get to read it before it disapears. The only thing made clear at the special meeting to me was they had no intention of answering questions.

The question was asked, "At the last (previous) meeting, Mr. Smith, you stated you were about 250,000.00 dollars short and most of that was blamed upon the sheriff. Now you are saying you need another 250,000.00 dollars. May I ask where that additional amount come from?"

Now, this question might not have verbatim word for word as printed here but it is extremely close to what was asked - and only clarify this statement for those with tape-recorders in their pockets and like to split hairs over one word or another...lol

The response was, "This is not the meeting to ask questions and you will have to reserve those for the regular Tuesday night meetings"

And 5 police officers appeared...lol...

Yeah, I found that rather telling...don't ask questions until after we approve and take out the loan and payback 27,000 a month we apparently don't have....

In my opinion, if the Judge Exec is trying to fix all the spending issues, then why is he driving a big gas guzzling SUV owned by Jackson County to and from work? Why are taxpayers paying his gas? Does everyone else's boss pay for their gas to get to and from work? The insurance? The maintenance on your car? Just don't understand why the judge exec needs a county provided vehicle...I can understand the police taking their car home, they get called out when they are off and needed on an emergent basis. I don't think that any administrative job needs a paid for vehicle...just my opinion...another example of waste...

Sure I obey those no firearms signs... I don't carry my gun into government buildings.

35 employees for that itty bitty building? What is that? 1 jailer for every two inmates? Yep, there is a problem at the jail all right.
