County Fiscal Court need $500,000.00 to bail themselves out?

You all think the sheriff has a money problem? Have you seen the Fiscal Court's money problems? Try approving a "Sinking Fund" loan this morning to the tune of $500,000.000 (that's a half million dollars)
I posted a whole thing about the meeting on here this morning and it magically disappeared.
In short, the Court has overspent or fudged a half-million dollars more than they have now they are taking our a loan that will have to be repaid at a rate of 21,270 dollars a month for the next two years.
That is 21,000.00 that will not be available for day to day operations for the county - UNLESS OF COURSE THEY JACK YOUR TAXES TO COVER IT - at which time I would suggest you demand they STICK IN THEIR RUMPS as they created it and we should not do with less because they blew the budget.
By the way the sheriff has repaid the courts 250,000.00 of what was allegedly mis-handled (I saw the cancelled checks)
When a question was asked about the "sinking fund" and exactly how much they were wanting to borrow William O had 5 police officers come into the court.
No one was disruptive, no one was rude, no one was a threat yet he summoned the police for what? It appeared to me to be an intimidation factor since the sheriff was sitting right there and by law is the Sergent at Arms for the court and not the local police.
No one was arrested, but the message seemed clear - don't ask us questions we do not want to answer.
I have the whole Court audit and there is A WHOLE LOT OF MONEY FUDGING GOING ON and coal money that was supposed to go the sheriff and other protective groups did not.... and it is unclear where they spent it.
According to the audit it appears they mis-marked Federal money to make it appear as it was coal money, etc..
AND THE AUDIT DID NOT EVEN TOUCH THE PROBLEMS WITH THE JAIL OUTSIDE OF SAYING THEY HAD PROBLEMS... like keeping money owed to the inmates, etc.
William O's excuse was the county was struggling.
Now, if they over run to the tune of a half-million dollars why is it a struggle for him or them, but a major default for the sheriff who did far less and has been current since last October and restored the funds?
Additionally, a lot of the money the sheriff had given the courts was mis-marked as AOC rent.
I think it is time the attorney general step into this county and do a line by line audit to see where that money is going, where it was spent, and why instead of the smoke and mirror and rather ambiguous oversight review audit the paper and William O has been waiving in your face that only is a review of problem areas but never spells out dollar for dollar and how much actually went where and from whence it came....
I strongly suspect Peyman - like him or not - may be being used as a scapegoat to cover the much larger problem existing within Jackson County.
If these people have so many problems keeping their books straight - perhaps it is time to fire all those marginal book keepers who do not follow the law and hire a good CPA that can and allow the CPA to control all the spending and payments within the county.
It appears Peyman did nothing more than any other sheriff in spending money before it came in as this is standard practice (according to a retired Judge Executive I spoke to) except this time it appears our Judge wanted to make issue out of it and I suspect to distract everyone from their own book keeping problems not related to the sheriff's office.
From what I have been told even Fee did what Denny did, considering the start out disbursement for the department is a mere 104,156.57 dollars a year - which is not near enough - especially when you consider the library is give $309,331.60 to operate is small staff and building. Nearly every other part of the count including the 175,300.58 the Fiscal Court gets is much higher and with less responsibility.
Can we say Good old boy rules?
I don't know all the facts yet, but they are coming out but I was IN THAT MEETING ...

MCKEE, Ky (WYMT)- An audit of the Jackson County Sheriff's Office found many problems, both financial and in the way the office is managed.

The fee account for 2011 has a deficit totaling almost $113,000.

The audit also found that the department owes the fiscal court around $278,000 from the past two years.

For months, Jackson County Judge Executive William O. Smith has been asking Sheriff Denny Peyman for reimbursement for the money the fiscal court gave him for payroll.

"It's in black and white now, and it's not what we are saying, but what the auditor is saying," said Smith. "We have been directed by the auditors to collect the fees that are owed the fiscal court because we have fiscal responsibilities that we have to meet, and we can't meet them if we don't have the funds to do so."

God forbid anyone speak the truth of Denny Peyman. Of course Duke will come out fighting now that the evidence shows a corrupt Sheriff dept. I heard nothing of Judge O or anyone else mentioned in the news. Swallow his load Duke, you have been had. Might I point out that you are a very poor judge of a persons character. Why worry? This has gone on in the owsley county courthouse for years. Them auditors won't get you.

I think it is time for we the people to demand what is going on and see documentation cause it is our money. I just had to pay 1,300 so now I think it is all far that I know what is going on. I think everyone in the court house needs to be thrown out on there head and new honest people brought in.

I dont see any evidence of any repayment from peyman...and the debt looks to be near $400,000 instead of the $278,000....and $500 for jury meal on a day there was no court?? Boy, he is a real upstanding sheriff!!

Why are they saying he still owes this money? Tommy Hays told him in January he was caught up and was paid in full. Just wondering is all.

I saw copies of the checks. Have you gotten off your butt to look?

The topic here is the Fiscal Court and the money THEY CAN'T account for.

I have seen nothing where the sheriff owes $400,000 ... lol

Sounds like a blame game to me - but I know the Fiscal Court Audit says there is a whole lot of money not there - including the retirement money...lol... WHERE DID IT GO? Let's revoke William O's and Duck's bond and demand their bond pay for their over runs.

NO... some of you want to point at the sheriff and call him a thief and a liar - if budget over runs make him one - what does that make the Fiscal court?

I asked one of the magistrates where the money for the retirement was - his answer - WE HAVEN'T PAID IT YET...and they want to use the borrowed money to pay it.

Why?

BECAUSE THEY STOLE IT - MISUSED IT - MISDIRECTED IT - AND OTHERWISE FUDGED IT AWAY, but in your logic that is not theft????

That is not something to question? I find that action and the misdirection of other funds to COVER THEIR SHORT FALLS far more reprehensible than the scandal over the sheriff.

I am not saying Denny is all squeaky clean - but the Fiscal Court appears just as dirty if not more and THEY WANT TO COVER THEIR BUTTS BY TAKING OUT A LOAN THEY YOU THE TAX PAYER IS GOING TO HAVE TO REPAY WHILE PRETENDING THEY ARE BETTER THAN EVERYONE ELSE.

By the way - that $500.00 Jury -- Peyman did not authorize that - that was something as sheriff he is responsible for as far as repayment because it was his department - but according to a conversation I overheard with him that was done by someone in the Fiscal Court and billed that way without his knowledge.

I find that plausible since money earmarked for his office never arrived, and money he paid the Fiscal Court was incorrectly marked RENT... and Federal Money was attempted to be passed off as coal money... so yeah, I can see someone in this county having dinner at the department's expense.

TIME FOR THE ATTORNEY GENERAL TO STEP IN AND PULL THE COUNTY APART...

I have to agree with Duke Snider on this I would like to see the att. gen. step in. Denny is no angel but in this he is being used as a scape goat.
We don"t have enough money to run the county as it is being run. The jail is what is the major drain,
but there are lots of waste. It will take a new fiscial court to change it,because the present one created this mess and will never admit there is problem. But when it is a half a million it will come out it self. Some of this stuff must be crimial. So all we can do is wait and see but we
need to get rid of this bunch at the next election. THat is the Judge the magistrates and the sheriff.

It is my understanding that the fiscal court paid a private auditor to come in rather than use the state auditor. Why in the world would you pay a private corporation to do a fiscal court audit. First of all, we don't have the money to pay a private auditor. Secondly, when you pay a separate entity like that, who knows if you can trust that they were not paid to write what they were told to write rather than what the truth actually is. They have been covering up and hiding so many things, why not produce a biased audit to quiet the taxpayers. I too have seen the checks where the sheriff has paid fiscal court. Don't believe everything you hear on the news, the news reports are one sided bc the judge calls them and tells them his side and that is what they report. They have not "investigated" the actual story, they are only reporting one persons view which has been severely tainted by the fiscal courts lack of transparency.
