I posted a whole thing about the meeting on here this morning and it magically disappeared.
In short, the Court has overspent or fudged a half-million dollars more than they have now they are taking our a loan that will have to be repaid at a rate of 21,270 dollars a month for the next two years.
That is 21,000.00 that will not be available for day to day operations for the county - UNLESS OF COURSE THEY JACK YOUR TAXES TO COVER IT - at which time I would suggest you demand they STICK IN THEIR RUMPS as they created it and we should not do with less because they blew the budget.
By the way the sheriff has repaid the courts 250,000.00 of what was allegedly mis-handled (I saw the cancelled checks)
When a question was asked about the "sinking fund" and exactly how much they were wanting to borrow William O had 5 police officers come into the court.
No one was disruptive, no one was rude, no one was a threat yet he summoned the police for what? It appeared to me to be an intimidation factor since the sheriff was sitting right there and by law is the Sergent at Arms for the court and not the local police.
No one was arrested, but the message seemed clear - don't ask us questions we do not want to answer.
I have the whole Court audit and there is A WHOLE LOT OF MONEY FUDGING GOING ON and coal money that was supposed to go the sheriff and other protective groups did not.... and it is unclear where they spent it.
According to the audit it appears they mis-marked Federal money to make it appear as it was coal money, etc..
AND THE AUDIT DID NOT EVEN TOUCH THE PROBLEMS WITH THE JAIL OUTSIDE OF SAYING THEY HAD PROBLEMS... like keeping money owed to the inmates, etc.
William O's excuse was the county was struggling.
Now, if they over run to the tune of a half-million dollars why is it a struggle for him or them, but a major default for the sheriff who did far less and has been current since last October and restored the funds?
Additionally, a lot of the money the sheriff had given the courts was mis-marked as AOC rent.
I think it is time the attorney general step into this county and do a line by line audit to see where that money is going, where it was spent, and why instead of the smoke and mirror and rather ambiguous oversight review audit the paper and William O has been waiving in your face that only is a review of problem areas but never spells out dollar for dollar and how much actually went where and from whence it came....
I strongly suspect Peyman - like him or not - may be being used as a scapegoat to cover the much larger problem existing within Jackson County.
If these people have so many problems keeping their books straight - perhaps it is time to fire all those marginal book keepers who do not follow the law and hire a good CPA that can and allow the CPA to control all the spending and payments within the county.
It appears Peyman did nothing more than any other sheriff in spending money before it came in as this is standard practice (according to a retired Judge Executive I spoke to) except this time it appears our Judge wanted to make issue out of it and I suspect to distract everyone from their own book keeping problems not related to the sheriff's office.
From what I have been told even Fee did what Denny did, considering the start out disbursement for the department is a mere 104,156.57 dollars a year - which is not near enough - especially when you consider the library is give $309,331.60 to operate is small staff and building. Nearly every other part of the count including the 175,300.58 the Fiscal Court gets is much higher and with less responsibility.
Can we say Good old boy rules?
I don't know all the facts yet, but they are coming out but I was IN THAT MEETING ...
