Families in the Kentucky Children’s Health Insurance Program (KCHIP), which offers free or low-cost health insurance to eligible children, will no longer have to pay monthly premiums to ensure coverage for their child, Gov. Steve Beshear announced today.

Previously, some KCHIP families were required to pay a $20 monthly premium to receive KCHIP coverage for their children. Gov. Beshear recommended and the Kentucky General Assembly approved suspending the monthly charge after determining it served as a deterrent to enrollment and caused some children to drop out of the program because of the burden of paying premiums.

“In these tough economic times, we’re doing everything we can to make sure children have access to quality health care,” said Gov. Beshear.“By eliminating the monthly premiums for KCHIP, we will be able to prevent children from leaving the program due to cost, and children will continue to have access to care throughout their youth.”

Previously, KCHIP families whose income was over 150 percent of the Federal Poverty Level paid the premium. Suspending the premiums affects approximately 12,200 families and over 16,000 children.

The effort is part of ongoing work by Gov. Beshear and his staff to increase the number of children in Kentucky with health insurance. This has included diligent work to enroll more children in the KCHIP program by removing barriers to KCHIP and Medicaid enrollment.

As of the end of June 2010, 419,544 children were covered by Medicaid, including 59,899 children in KCHIP. Since the end of October 2008, the number of Medicaid-covered children has increased by 42,449, which includes an increase of 6,713 children in KCHIP.

“Good health is the building block to thriving in youth, achieving academically and socially and sustaining quality of life,” said Gov. Beshear.“At the same time, quality health coverage is absolutely vital to establishing good health.”

Gov. Beshear’s statewide initiative began in November 2008 with a simplified mail-in KCHIP application, available online, and targeted outreach efforts. Efforts have included a focus on training community partners to assist with completion of applications; availability of enrollment materials at local health departments, Department for Community Based Services (DCBS) offices and Family Resource and Youth Services Centers (FRYSC); and outreach through health care providers, community action agencies, day care centers, faith-based organizations and many others. Approximately 250,000 mail-in applications, in both English and Spanish, have been distributed through these partnerships. In addition, CHFS has intensified efforts to re-enroll children who had previously been covered through the programs, including making policy changes to allow families an additional 30 days to return renewal information.

Here we go again, making it even easier for the lazy bums on welfare. Now they have an extra 20 a month for their beer and drugs. If the system really helped the people that needed it I would not have a problem with this, however we are just enabling and giving even MORE reason to not work while we, the workers of the world, support them. I say do away with all the welfare.

I agree that a lot of people who receive help from the government dont deserve it. They sit at home all day and make no effort to get out and get a job to support their families. However I am a single mother whose children havent had medical insurance for over a year because of these premiums. I realize that $20 a month isnt a lot to pay for insurance but when you are the sole provider for your children and get assistance from no one; its hard to come up with that extra money every month. I work 40 hours a week, sometimes more to provide for my 2 children. I dont get foodstamps, I dont get welfare and I dont get housing assistance so yes some people do deserve this to make sure their children can have coverage. And I agree that the welfare program does need to be revised because I know so many people who are abusing the system.

Well my kids do get kchip and i do work about 55 hours a week. So all of us arent bums. But they are alot of people that dont work and us workers pay taxes to take care of them and there kids. They need to take a closer look at who gets it. I also think they should be drug tested every so offen.

so true & single mother......do you smoke? get your nails done, have your hair done at the salon. stop at the store & get a 20 oz mt dew & candy bar? i do...i do all of these things but if i knew i needed $20 for insurance i would cut one or more of these "luxeries" out of my usaul routine before i would justify my reasons for free insurance. i know that sounds judgemental but it's just a question. to often i see people that get public assistance & it appears that they have everything i do EXCEPT a job & the reality of being responsible for themselves. now, remember! i said it APPEARS to be that way....i know things aren't always the way they seem. but when you see a female smoking, with her hair, nails, makeup & clothes perfect & the medicaid cards come out to pay the dr bills it just makes you think....MAYBE the grass is greener on the other side???? because i do work hard for evrything i have & yes, i do it all by myself.

To answer your questions I do not smoke or get my nails done or go to the salon to have my hair done. I can not afford these things. I take care of my kids needs before those of my own. They will always get something before I do for myself. So its not that I spent a little here and a little there on things I dont need and just choose not to pay for their insurance. I agree that too many times I see these women who are on assistance but they are fresh from head to toe every day. How does that work because I couldnt tell you the last time I bought something for myself. Something does need to be done about these people out here who are abusing the system. If the state wants to cut back on the budget and save some money they need to start with the abusers of welfare system.

They definitely need to monitor who's receiving KChip. I know people receiving it that both husband and wife work and still manage to have it! They HAVE to be lying on the application!!!

i too believe that people on public assistance should be drug tested....just like people that have jobs are drug tested. hell, at least they can still smoke while they are at home earning their money (those that don't work) i can't even smoke on my employer's property. the grass is looking greener?????

Drug testing would definitely eliminate so many people from this program and you're right...we have to be drug tested at our jobs so why shouldnt they? But since I don't see that happening in the near future they need to make the people at the welfare office do their jobs and actually check the information given on the applications. Hell I know plenty of people who get 2 & 3 hundred dollars a month in foodstamps and they work. They just dont turn it in so if these case workers would look into things like this that too would get rid of a bunch of free loaders.

Even the ones that don't have habits sell some of their food stamps...they give them more than they can even eat!!! While I struggle to buy groceries for my family!!! I can't afford to buy healthy food either...junk food is cheaper!!!! Sad to say the least!!!! That brings us to health insurance...can hardly afford that either!!! But I work...so I do the best I can!!!!

I don't understand why people are so outraged all the time because people get assistance! Are you jealous because you can't get it?

My mother had 4 kids, and worked 3 jobs, but still could never get a DIME in welfare, and we were poor and needed it. But she NEVER made fun of, or was upset at others who did get it!

Also, why is it your business what kind of food these people purchase? Isn't it their right to eat steak and pork chops like everyone else? Or should they have to feed their kids bologna and hotdogs every day? Come on! Give them a break! At least the ones you see at the store are spending the stamps on FOOD and not selling them, or letting their kids STARVE! 90% of people on food stamps have kids, so why would you be mad at what they feed their kids?

My GOD! Grow up, and leave these people alone! You have NO IDEA why they get help, or what has happened to them.

They deserve luxuries just like you and me. If they want a pop at the store, or if they have extra money to get their hair/nails done (would you rather they be dirty/stinky/ugly?). Hey, maybe someone paid for it, for them? Some of these people work, but have this to supplement their income, so DON'T JUDGE! Also if a person has a medical card, it is because they qualify and their kids need it.(most adults/don't get one).

I hope none of you ever have to be on welfare. I can't honestly think of ONE person who wouldn't want to just have money, and not have to be in the system.

FYI...lots of adults have medicaid cards. You know, you can get name brand cloths at the cheep store, and hair dye for supper cheap at the dollar store. Just because some disabled person looks good, dont mean they spend a fortune to do so. Just because some people get help, dont mean they shouldnt have nothing.

In response to "1 chicks opinion." Last time I checked, a medical card or food stamp card wouldn't buy a $50.00 set of nails. ROFLMAO! Most people on welfare also work! Food stamps and a medical card are supplements! Have you ever seen a "welfare check?" The most a person will ever get, is less than $200, now, do you think that pays their bills? I bet the ones living on that are not getting their nails done. Another thing, where the f*ck are you getting your nails done? If you are paying 50 bucks girlfriend you are getting ripped off! You can get them for $25 these days, and $15 for a fill-in. Now tell me who can't afford $15 once a month if they have a part time job?

Oh and "baby" (as you called me), in my opinion, yes nails do make you pretty, they also make you feel good about yourself. People who get assistance deserve to be happy and feel good about themselves too. Who are YOU to decide who can or can't get the perks of living the good life? Just because you see a government card does NOT mean a person does not work! Obviously, you have no idea what you are talking about! Do you have any idea what people have to go through to get help? They get the 3rd degree and every thing they say is scrutinized and VERIFIED. Unless they lie and have people lie for them (which some may do, but not all can do that) they qualify for and deserve what they get.

Just so you know, I feel pretty good about myself as it is. Therefore I don't have to tell myself anything. I am not the one that started this post, and I don't have to rag on welfare recipients to feel good about myself. LMAO. I would bet a million dollars that you are some overweight, ugly Betty that can't get a man, and are jealous of some woman's boyfriend, so you rag on her kind for receiving welfare!!
