Standard 'bureaucratic non solution'. Fact is that once they restart or start a pipeline it will be pushed to the limit UNTIL it leaks again. Or until they are forced to admit that it leaked again. It is the nature of pipeline operation today that PREVENTATIVE approaches are never as cheap as cleanups, mostly because the cleanups tend to publicly funded while the profits are private.

There should be a 'penalty clause' for any leak that is sufficient to drive pipe inspections and repair on the basis of the cost of a leak being more than the cost of keeping it working.

Just being satisfied with the rough and ready 'repairs' is meaningless.
