Get the right Federal and State licenses, pay the appropriate taxes and you can, there are private blasting contractors and trainers.

It's not hard to get a blasting license. I used to buy dynamite all the time to blow up stumps, beaver dams, old rusty cars, dead cows, shacks, big rocks, etc. Could have gotten C4 too, but dynamite was easier, and my local farmer's co-op always had it in stock. (This was 15 years ago, it may be harder now).
