Unlike more urban Everett , the towns of the Sky Valley are not yet host to the huge, organized gangs that operate up and down the west coast, trading in drugs and stolen goods.

No, they didn't, they started out as what they are.
If you want to argue semantics, you can label almost anything as a 'gang'.
So you can either call a bunch of kids that like to hang out with each other outside of their homes (where they get harassed anyway) a "gang", or, as I said, you can get over yourselves and stop looking for problems where there aren't any.
