Who makes the decisions in mattoon? Who is suppose to pull business and Jobs into Mattoon area? Is that the job of city council, the mayor who, or both?
Who is in charge of getting funding to pave some of these city streets? It's great that they finally fixed up the old Mall it looks great inside. My problem though is that everyone doesn't go there, instead they always go to Wal Mart instead. I have walked in the mall several times and it is ether dead or very few people walking around in the Mal shopping. This town needs so much help. The roads in front of the Mall are messed up we need more bossiness in here. Here's a start to a bigger plan start by calling Red lobster then everyone on the list below.

You obviously havent ever checked out what the rent is on a little bitty spot in that mall.
I know someone in mgmnt at the mall and they say it's nothing but a tax shelter. The future plans are to fill as many spots with a very reduced rent,once the outside bldg and grounds are completed,the owners/investers will sell the mall once again,and within a year most of the new tenants will go belly up, just like all the yrs past.

Mattoon is not large enough to attract/support most of those businesses. Period.

Didn't read the whole list, but did notice Regis and JC Penneys...they ARE in the mall.

I don't know what rent is at the Mall your right. I am just trying to shoot some ideas out here. I hope some one will send this whole page to the right people in Mattoon mayor, city council and they will start contacting some of these places. If your right about the Mall rent then they should lower it some, or work out a deal. maybe a few months rent free to get them in here. It's better to do that than let them sit empty, eventually the mall will get some revenue. IT helps the community and provides more jobs. Thanks for replying though it shows you care enough to read this. If anyone else on here has some good ideas lets get them to the right people and help get some jobs in here. I feel this is a community effort not just depend on elected officials all the time.

I am not sure of the exact stats on the area population but I am guessing between mattoon, Charleston and surrounding areas there is a population of Hundred thousand. As far as not being populated enough look at Tuscola Illinois. They some how got a hell of a lot of stores in there and their population is nothing compared to ours. It's worth a try if someone would just try. I am not sure who is in charge of creating jobs in the area. Someone needs to get some funding and re pave Charleston AVE from big Lots to the off ramp to 57 . That road is in need of some major over haul.

Mattoon has added a few more bloated hired position sallaries in cityhall now, while its tax base has stagnated and shrunk.

City administrator hasbeen a money pit voter circumvented position. Two in a row three years and bought off/out "retired".

Coles county population is around 50k. Around 10k are below the poverty level. Havent seen the latest census figures, but further decline signs were projected. Can also find demographics at the schools interactive report card. Mattoon schools had much higher poverty percentage, than others and the county total %.

Coles together has been the economic development funnel for years. Charleston mayor was president of their board, last I saw. Mattoon and Charleston were paying around 60k in annual "dues" each, from what I saw. Nonprofit shielding of CT, keeps transparency elusive, the way GOB folks tend to like it.

Bottom line is hundreds, if not more than a thousand jobs have vanished. Some count a minimum wage addition against a good job lost. Average net income is what drives, or stagnates potential for economic growth.

Local leaders dismissed Charleston having the biggest drop inmedian income in the country for 2007. Now they like to use the recession as an excuse, but property values and other trends that should go with that claim, don't?

Heads in the sand ignoring reality, and spending millions in future money they don't have, has limited their options.

Voters passed a kicker tax for infrastructure. City hijacked it and put 6 million in bonds for pet projects on that tab. City saddled the mall district with a 1% voter circumvented shopping toll. Mall district taxable sales have to cover those payments, or differences get made up from other tax dollars. Same goes for every TIF guarantee. Lots of long shot bets, when city already based 1/3 of its budget on sales taxes, was irresponsible. Doing many of the things they have, in a national recession, lacks basic common sense. Local recession was already long here, but none of them have yet acknowledged it remotely.

They are painted in corners all over the place.

City wants to spend 300k TIF on beautifying a small parking lot by the donated mural down town. They already spent more than 100k TIF to prep the wall, and then the roof to protect the wall, so the 25k mural donation could happen. Well on its way to free mural, eating 500k in sequestered property tax money. How many jobs or new tax dollars has such a deal brought? How many were projected? Donors company has been cutting jobs, selling facilities, and losing money.

Malls, outlet malls, convention centers, and others are always long shot bets. Effingham is a prime example. Mall is dying, an outlet mall used to sit where menards now is.

Folks involved in convention centre scheme, own lots of the site development land surrounding Mattoon. Mattoon annexed to TIF. It didn't fit TIF. Rose and Righter legislated Blight definition expansions. Claim it contributes to flooding all the way to Loxa, was unsubstanciated when first made. But for, TIF requirement still isn't met. Except but for Tax dollars for well off the curb coverage, and TIF sequestering, and a 1% shopping toll, to keep pooling money multiple ways for 20+ years, we won't build it. One group owns the land, one group will be dipping in to this slush fund.

Schools, libraries, and others agreed to each and every TIF. Shrinking tax base, stagnation and decline, have been building instability for years. Duplication rather than complimentary business, has transpired. Shakey foundations, unsustainable spending and planning, have compounded issues. GOBBAU

We want better shopping and eating, has come up several times a year, for many years. Jobs drive the potential. Net job loss, has shaped those potential for years. Ignoring Job stagnation and steep declines has been the norm.

Mattoon general fund income was down 700k. Local paper kicked it to the archives quick. No city input on those figures, but auditor gave way out of place commentary of one time expenses for early retirements, and others? Pay spike just prior to early retirements have happened fairly regularly. So have your fired heres a nice fat check to be silent. Local paper is consistently content to keep shoving numerous issues under rugs. They constantly shield issues and pet GOB BAU people and groups. They take sides all the time. Who do they ultimately serve by doing so?

Outlet malls go to out of the way, and cheap land. That is why Tuscola got theirs. It has a lot of empties. They are raising taxes. They may not last long, if they keep eroding the reasons and viability factors that got them selected.

Economic growth is a precarious balancing act. If TIF and other tools are used responsibly, they can be beneficial. If they are used irresponsibly, abused, misused, poorly plotted-planned and ran, they can result in further economic sustainability damage. Mattoon and Charleston have not used the tools they have at their disposal responsibly, for years. They both completely ignore reality, place huge long shot wagers with tax dollars, and the local paper has consistently been a bad behavior enabler. Many places school boards, parks, libraries and other tax bodies are TIF and tax base guards. Here, they aren't. Until major shifts in the winds of politics happen in multiple council, board, and hired positions, stagnation and decline will keep compounding.

If sustainable growth was consistently the driving focus, from every group withtheir hands in the pools of tax dollars, everyone would stand to gain, potential increases, and emergency reserves would exist. While its not, the holes just keep getting deeper, potential fades, options deminish, and responsibilities they can't begin to keep up with compound.

We are central day trip residents. All the shopping and eating you want and more, is 40 min to a couple hrs drive in any direction. The longer local leaders stay their plotted course, the less likely they will lead us to prosperity and the potential a strong tax base brings. They are still saddling and undermining, in 20+ year chunks.

Take pictures of what you like about what we do have. Many may be following the bottom lines, close enough to pull out rather than hope for 20+ yrs later to just swing the pendulum magicly.

Responsible economic developments sustainability and what we have, are no where close to remotely coinciding.

I limit shopping in shopping tolls, school sales tax areas, and any other gouging tax, fee, area.

While they are still in the works of betting millions on motels, motel tax money is down. This area can only fill so many rooms most of the year. What have they done to change that dynamic? What ensures adding more, doesn't drive what has been subsisting without tax dollar proping up, isn't driven out of business. That is one of the balances proper TIF use should constantly look at for all niches. Open one close two or more planning tends to be an issue. Non TIF business has to also thrive and grow, for TIF to work. While the various districts aren't fully contributing, they are increasing many of the responsibilities paid for with tax dollars. Just the costs to maintain what already exists, constantly goes up. If growth doesn't keep pace, The rest of the taxpayers get to make up the gaps. Filling prime potential areas in TIF, and business districts, with non profits were questionable moves.

Various folks properties being under taxed, is also an issue contributing to undermining the tax base.

County assessor wasn't keeping up with state mandated retail and commercial assessments.

If property in TIF or other tax havens wasn't properly assessed, when it was locked in, it raises more questions of proper handling or abuse.

Boundries for TIF districts has also been very questionable. What are they and why? A long existing car dealership, and other general maintenance used money, but various small business the other end of the district were told no?

Now there is also amended prevailing wage law, that except for owner occupied residences, repairs and maintenance in any sort of tax haven has to pay prevailing wage. TIF, Business districts, enterprize zones, etc all fall into areas that now must pay prevailing wage. One more thing business now must weigh, when deciding where to locate. Mattoon has TIF district'd most of the likely development areas, all at about the same time. One more way they have painted themselves into a corner.

Another issue, is TIF and other grants or tax breaks, can be required paid back, if the venture fails or goes under before the district or grant terms expire.

TIF dollars should lead to long term jobs, substancial increased property value long term, and not just be facade and awning funds.

Charleston raided its Square TIF to grandeous remodel city hall. How many long term jobs or property values did it boost? They did that suposedly to liquidate the funds balance, the year they thought it expired. It expires this year, and they are looking to extend it 12 more. When a TIF expires, the balance left gets split between schools, parks, libraries, public safety, and all the other taxbodies that got shorted over its life. Charleston liquidated that fund questionably. Folks running it, didn't even know enough about it to know its life span? 23 years has been in place throught.

Paper eluded to future TIF and homerule reporting, a long time ago. It never followed through. Both are things that are worse than reading vcr programming instructions, or econ text books, but info has long been there on its pitfalls and abuses.

A judge in Illinois has even stated in a decision that the its free economic development money premis, is bunk. Any impacted taxpayer has the right to sue for TIF abuse or misuse. So anyone within the big Lakeland College tax area, can legaly oppose any TIF action. I think its the biggest area taxbody that signs off on area TIF's. Everydime any one of the taxbodies gives up to irresponsible TIF, gets made up from throughout the rest of the fully contributing tax base. The lakeland board should be doing more to protect the big areas tax base it is supposed to represent. As should all the other smaller area boards and councils who are supposed to represent taxpayers. Who have they all been responsibly representing for far too long?

Google: Illinois TIF taxpayers abuse, for many TIF issues and insights that fail to get brought up, when they stick strictly to proponents crafted talking points in its coverage. They have altered their rhetoric some, but still ignore the cons completely when mentioning it. Numerous refferences predate Mattoon ever starting TIF. They also had the Charleston square TIF that began in 1987, to evaluate and consider. In starting and actually enhancing things with the TIF economic development tool.

Reigning TIF in has been needed for years. More than 1 billion a year in property taxes was sequestered total in the state a few years ago. That figure has increased significantly. Rose and Righter picked an odd time to expand blight defenitions. What are their connections to convention centre developers? Why go out of their way to do such things, and leave the rest of the fully contributing taxbase in the lurch and ultimately over a barrel, by doing so.

Local leaders need constantly prodded to be responsible. So and so's interests before the interests of the whole have been coddled and propped up far too long.

Local paper has sat back and disinterested bystander observed it all for years. Basic relavent questions elude them constantly. They take sides, cheerlead, steer, manipulate, and sweep issues under rugs continually. Who has their brand of local journalism served? Who hasn't it?

Ultimately serving the interests of few, has extremely limited options for all. Many jobs that do remain are being held hostage to stay living here. Tipping points brought on by years of GOBBAU actions in all shapes and sizes, are already here or very near. Ultimately more and more folks above poverty relocate. Taxbase further erodes. Options for those still here further diminish. Its a downward spiral, its been building up to now for years and years. The longer responsible course changes are delayed, the longer and harder any real, non facaded or creative accounted for, recovery will be to reach.

While many are reaching for nickles and dimes in taxes, sur taxes, shopping tolls and fees, low tax / uninflated property values should be a niche left over. Local leaders have played the everyone else is doing it card too much. Part of responsible sustainable growth from any % taxes is more people ultimately paying less, and more money ultimately coming in as a result. Not less people paying more and more and getting less and less in return.

Mattoon has lots of long shot bets with tax dollars. It will be challenging to keep any one of them from sinking the boat, let alone all of them. Especially for the 20+ years many of them have been locked into.

An experienced arthritic proctologist/forensic accountant/lawyer needs to crack the books and see what all shakes loose.

Numerous things haven't remotely added up with remedial math, for years. Basic commonsense has been completely elusive. Proper pro/con evaluations consistently avoided. Sound basic principles ignored. Creative accounting, cryptic legalese, and paid consultant talking points verbage have ruled the roost.

Some want more shopping, I want good jobs and the benefits, perks and potential they bring for all.
