Police execute the will of the state and if that means that a shoplifter or motor vehicle code violator fleeing cops eventually involves the police in the killing of a family of six in a minivan whilst the police are executing that will, then this is simply collateral damage for the greater good, manifest destiny. Incidents like this should serve as message to the people to tell their friends to not flee from the police or the police will have to kill people in order to execute the will of government.
