Boss using intimidation

Hello, I work in a campus dining hall. We have a district boss. He does weird things. such as hiding behind support columns. Looking to see if anyone is eating or drinking at their station. He has been seen hiding outside peering in the hall's windows. etc, I know part of his job is too clean up bad behavior. He seems to get a sadistic kick from seeking it. He also never smiles, walk around with rude angry body language. He has even freaked out kids doing these things. He never is cordial. Always arrogant and angry. We are supposed to be allowed to go and get a drink of water if hot and not busy. He has tried to fire people for going to get water. We were told we could have water if it's not at our stations . you know go get a glass and drink it by the dish return. He also never introduced himself upon his take over of the position. Just one day came in barking orders. And our work areas get very hot.
He gets a sadistic smile and seems to be excited when he thinks he can catch someone supposedly violating policy. A few of us our thinking of calling our anonymous employee hotline and stating the case. should we. This stalker like behavior is what is most disturbing.

Sounds like 1. He needs serious people management training which likely will not work with him. 2.He has Obsessive Compulsive Disorder. 3.It seems that he needs to learn labor laws too.
Go ahead & report him. Keep notes of actions & time & dates. Then after 2 weeks of factual info, make your report. Do NOT embellish or hype. Keep copies for yourself. Have others do the same.
